Three years after Tonga’s Ministry of Education reformed Tonga’s examination marking system, and replaced its Standardized Marks System with a "National Raw Marks - Outcome Based System" there is still confusion and reaction against the new system in Tonga. Parents are complaining to their Members of Parliament that school certificates issued in Tonga are not recognised by higher education institutions overseas.

Twenty-six Tongan students have been awarded tertiary scholarships to study in New Zealand and Fiji starting this year, funded by the New Zealand Government through its Aid programme. New Zealand universities have accepted 21 scholars, while Fiji’s University of the South Pacific has accepted six.

Paulsen on 8 January 2018 dismissed an application by ‘Etuate Lavulavu for the Supreme Court to change a “Consent Order” that came into effective on 11 August 2017. Forty-five foreign governments, including Tonga's primary aid donors, delivered their reviews and recommendations to the Government of Tonga at the United Nation’s 29th Session of Universal Periodic Review in Geneva, Switzerland this week. Most countries called on Tonga to ratify conventions and to “take steps to raise social awareness in understanding these instruments.", with some countries also urging Tonga to abolish the death penalty and to establish a Human Rights Institution.
