Following the publication last Thursday of a report by the World Bank's Independent Evaluation Group (IEG) that is heavily critical of the World Bank's own publication "Doing Business," the ITUC has urged the Bank to definitively remove the topic of labour standards from the mandate of "Doing Business," the Bank's headline annual publication. (Editior's Note: Tonga won the latest World Bank Reformer of Year Award 2007. The selection was based on a survey conducted by the World Bank and published in its "Doing Business" report of 178 economies and ranking them for the quality of the services that they offer.)

As we discover this week that it is not viable for a New Zealander to invest in Tonga because of a restrictive New Zealand tax legislation, a number of questions spring to mind. It is definitely very unfair for these New Zealanders and Tongans who have made New Zealand their homes to find that investment in Tonga is made unprofitable by restrictive tax laws.
