REQUEST FOR EXPRESSION OF INTEREST

Communications Commission (Regulator) Members

The Appointment Committee under the Ministry of MEIDECC invites suitably and qualified persons to express his/her interest to become a member of the Communication Commission, which is a new statutory body establishing as a newly regulator to oversight the communication sector in Tonga.

This reform and restructuring process has been stipulated under the Communication Act 2020, and there is already a Communication Commission Act 2016 existed. This change involved the transfer of all the regulatory oversight functions from the Ministry for MEIDECC to the Communication Commission (the Regulator).

The Communication Commission, as the regulator for the communication sector will require the following qualities and skills together with the following key principles to ensure a well-represented commission:

  • Diversity (with a cross-section of people with different experiences);
  • ICT expert representation (best understand the communication sector with very good ICT technical knowledge); and
  • Gender (encouraging women applicants).

Key Qualities of Commission Members:

  • Understand the roles of the board/commission and principles of good corporate governance.
  • Passionate about the commission’s aims and work.
  • Empowering, actively participated and supportive;
  • Actively perform membership roles in the commission meeting room.
  • Always well prepared for the commission meetings.
  • Team commitment and team building;
  • Well respected (within the organization and sector);
  • Strong leadership and strategical vision.
  • Honesty and integrity; and
  • Accountability and transparency.

Key Skills and Experiences Required on the Board:

  • Familiarity with the content of the Commission’s work and the issues affecting the ICT sector.
  • Business Communication, Reform and Good Governance.
  • Leadership, Administration and corporate management.
  • Organizational strategy and planning.
  • Monitoring and evaluating the commercial & market aspects of the ICT sector.
  • Accounting & Financial management;
  • Project management particularly relating to ICT infrastructure development and investment.
  • Communication Policies & Legal Aspects.
  • ICT Technical Skills.
  • Risk Management; and
  • Sound knowledge of the Information Communication Technology sector.

All person’s expression of interest must possess the highest standards of personal and professional ethics, be over 18 years of age and not be prohibited from being appointed as a member of the Commission under the Communication Act 2020 and the Communication Commission Act 2016.
