1. The Government of Tonga has received financing from the Asian Development Bank (ADB) toward the cost of the Tonga Integrated Urban Resilience Sector Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Land and Natural Resources (“the Employer”) invites sealed bids from eligible bidders for the water valve rehabilitation and installation program (system control and step testing) (“the Works”).

3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

  • Bidders experienced in supplying and installing of isolation valves with nominal diameter DN50 to DN250 on the secondary and tertiary water supply distribution network including, for each valve, identify pipe system, excavate, arrange pipe bedding and compacting, construct, install and connect valve, test backfill, clean up and documentation.
  • Bidders with the financial capacity and project management experience having previously executed water supply valve isolation contracts including earth works valued at more than USD 400,000 in locations in Tonga or the Pacific region.

6. Documents must be obtained after pre-registration on the Tenderlink.com www.tenderlink.com/moitonga / site. A pre-registration form must be completed before tender documentation can be downloaded.

7. Downloading of bidding documents from Tenderlink is free from the following address: https://portal.tenderlink.com/nukualofaport/alltenders , and obtaining a paper copy of the bid documents, requires payment of non-refundable fee. To purchase the bidding document in English, eligible bidders should write to the address below requesting the bidding documents for IURSP-W-05A: Water Valve Rehabilitation and Installation Program (system control and step testing) and pay a nonrefundable fee of One Hundred US Dollars (USD100.00). The method of payment will be direct deposit to the specified account on inquiry at the office below:

8. The document can be either: (a) picked up by the Bidder or its representative from the Purchaser’s office, or (b) sent by the Purchaser to the Bidder by mail, and for this purpose, the Bidder is to pay the cost of the mail to the Purchaser. For overseas delivery, the document will be sent by express courier at additional fee of Sixty USD (USD$60.00) for overseas delivery. No liability will be accepted for loss or late delivery.

9. Bids must be submitted, as follows:

BID SUBMISSION: All bids shall be submitted electronically to www.tenderlink.com/moitonga / on or before 2 August 2024 at 16:00 hours Tonga time (GMT+13). Bidders will receive a Successful Submission Receipt timed and dated upon completion of the submission process. Hard copy and late bid submissions shall not be accepted.

Bids will be opened promptly after the deadline for bid submission in the presence of Bidder’s representatives who choose to attend.

10. The Ministry of Lands and Natural Resources will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or submission of Bids.
