REQUEST FOR EXPRESSIONS OF INTEREST

(INDIVIDUAL CONSULTING SERVICES)

The Ministry of Education and Training (MET) have received financing from the World Bank toward the cost of the Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the support of the establishment of a Procurement Officer responsible for all the procurement activities of recruiting consultants, acquiring goods and work services, under TSRSP to improve school building safety and longevity. It is anticipated that this position will commence as soon as possible for initial two years with possibility of extension based on satisfactory performance and needs of the project. The Consultant will be working closely with the divisions within MET to complete the assignment. The detailed Terms of Reference (TOR) can be accessed through this link: Procurement Officer TOR

The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:

  1. Cover letter stating your interest and responding to the selection criteria (maximum 3 pages)
  2. Resume to demonstrate that you meet the minimum requirements (maximum 5 pages).

The criteria for selecting the Consultants are provided in detail in the TOR but not limited to:

  • At least a degree in engineering, finance, law, economics, business or diploma in Procurement and Supply or equivalent.
  • At least 3 years of work experience in similar role for procurement of Goods, Services, and works in donor-funded operations.
  • Ability to communicate effectively with a range of stakeholders.
  • Ability to analyze data and excellent computer skills; and
  • Demonstrated ability to coordinate and oversight activities.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A firm is eligible to nominate an individual and, under such situation, only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual, must specify whether the contract would be signed with the firm or the proposed individual.

A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours, 8:30am to 4:30pm.
