There are four (4) opportunities for career advancement now available at the National Reserve Bank of Tonga. Applications for the four (4) senior level positions offering competitive remuneration packages:

1. CHIEF MANAGER FINANCIAL INTELLIGENCE

This position is to support the Governors and lead the Financial Intelligence Unit (FIU) team in the critical work of combatting money laundering, terrorism financing and other financial crimes. The Reserve Bank is seeking an experienced and dynamic professional to join our team in a leadership capacity.

Key Responsibilities

  • Leading the FIU efforts to combat financial crimes such as, money laundering, terrorism financing, and proliferation of weapons of mass destruction financing. Ensure that the FIU policies and procedures align with national and international regulations.
  • Oversee the gathering, analysis and dissemination of financial intelligence to enforcement authorities.
  • Lead the supervision of cash dealers to ensure compliance with Tonga’s anti-money laundering and counter-terrorism financing (AML/CTF) laws.
  • Coordinate with law enforcement and government agencies to improve Tonga’s compliance with the international standards in AML/CTF.
  • Build and maintain effective partnerships with domestic and international counterparts to support the FIU’s efforts in combating financial crimes.
  • Ensure effective enhancement of the FIU’s technological capabilities and data management system to support its functions.
  • Manage and develop the FIU team in accordance with NRBT’s practices and policies.

To be eligible for this position, the candidate must obtain the following:

  • At least a Bachelor Degree in Finance, Commerce, Public Policy or related field from a recognized institution; a Master’s degree in relevant field will be an advantage.
  • Minimum 5 years’ senior experience in financial institutions, security intelligence and enforcement experience or closely related fields.
  • Strong analytical, investigative and financial intelligence gathering skills.
  • Experience in handling sensitive and confidential information.
  • Excellent written and oral communication skills in English, including report writing and high level of computer literacy.

2. CHIEF MANAGER FINANCIAL SYSTEM DEVELOPMENT

This position is a leadership role in the Financial System Development Department, driving the Bank’s financial inclusion functions to support an inclusive and sustainable economic growth. This includes developing and implementing policies for promoting access to financial services and the protection of financial consumers, while facilitating the Bank’s digitization and developmental processes.

Key Responsibilities

  • Lead, supervise and monitor the financial inclusion operations.
  • Focal point for the implementation and review of the National Financial Inclusion Strategy.
  • Promote the development of financial infrastructure and markets e.g. digital financial services, payment system.
  • Promote opportunities for financial sector diversification and innovation e.g. Managing the Regulatory Sandbox framework, inclusive green finance.
  • Develop and supervise the implementation of policies for financial consumer protection.
  • Coordinate and engage with stakeholders in the Government, private sector and international development partners and counterparts.

To be eligible for this position, the candidate must obtain the following:

  • A Masters’ degree in finance, commerce, development studies or a related field from a recognised institution.
  • At least 5 years of work experience in financial institutions or closely related fields.
  • Strong analytical and research skills
  • Experience in project management and policy development
  • Good understanding of financial system, market structures, development / financial access challenges and anti-money laundering requirements
  • Excellent written and oral communication skills in English, including report writing and high level of computer literacy.

3. FINANCIAL ANALYST

This position supports the Head of Department in carrying out the functions of the Financial Markets Department as stipulated under the NRBT Act, Foreign Exchange Control, Acts and Regulations. The position serves to assist in implementation of monetary policy, banking system liquidity management, Government Bonds registry services, and developing the domestic financial market.

To be eligible for this position, the candidate must obtain the following:

  • Bachelor’s degree in the areas of finance, commerce, or related areas from a recognized institution.
  • Must have a good understanding and knowledge of financial markets; investment instruments and associated risks.
  • Strong English and Tongan communication skills in both written and oral communication, including report writing.
  • Intermediate accounting skills, good numeracy, strong analytical skills, planning and multitasking skills, intermediate level of computer literacy. Proficiency in statistical analysis software is an advantage.
  • Proactive, organized, results oriented, good judgment and works well with others.
  • At least 5 years of working experience in Financial Markets or closely related roles is desirable as well as managing sensitive information.

4. STATISTICAL ASSISTANTECONOMICS

This position is primarily required to provide the Economics team with high quality support services, particularly in collecting and storing statistical information, data processing and data compilation, updating and maintaining databases, managing publication processes, library matters and providing general administrative services to the Department.

To qualify for this position, the candidate must have a diploma in Economics, Official Statistics, Accounting, Finance Study or relevant field from a recognized institution. To succeed in this role, you must have good English communication skills in both written and oral, sound Tongan communication skills, advanced level of Microsoft Excel, intermediate level of Microsoft Access, Microsoft PowerPoint skills, Microsoft Word skills, excellent numeracy and multitasking abilities, attention to detail and excellent customer service. An office support or secretarial experience or some skills in Banking and Finance is desirable.
