JICA Project for Strengthening Capacity to Implement the Vision of Build Back Better

Terms of Reference (TOR) for Local Coordinator

  1. Background

This project aims to promote development based on the “BBB Vision for Tonga” by establishing a legal framework for Build Back Better (BBB) and Disaster Risk Reduction (DRR), strengthening the capacity of the National Spatial Planning Authority Office (NSPAO) in the land use hazard zoning/regulation, the development application approval process, and promoting the implementation of the BBB concept in development projects by the government, thereby contributing to strengthening the country's resilience to disasters.

Local Coordinator

  1. Objectives of the Assignment

To support smooth coordination between NSPAO and the JICA Project Team, and to contribute to efficient project implementation through support project activities.

  1. Scope of Work / Duties

The Local Coordinator will work closely with JICA Project Team and counterparts in NSPAO, and will be responsible for:

  • Regular coordination between NSPAO, and the JICA Project Team.
  • Coordinating meetings with other relevant ministries/agencies
  • Coordinating workshops, and field visits, including scheduling, venue arrangements, and participant communication.
  • Supporting collection, organization, and verification of documents, data, and other technical information relevant to the project.
  • Taking meeting minutes and preparing simple summaries and reports as required.
  • Assisting in reporting and project activities as required.
  • Assisting in translation and interpretation (Tongan–English) where necessary.
  • Supporting general administrative tasks related to project operation.
  • Other duties as assigned by the JICA Project Team.
  1. Required Qualifications
  • Bachelor’s degree in city planning, architecture, civil engineering, or related fields (or equivalent experience).
  • Strong communication and coordination skills with government agencies.
  • High proficiency in both English and Tongan (spoken and written).
  • Ability to collect, organize, and summarize documents and data.
  • Good interpersonal skills and a cooperative working attitude.
  • Basic computer skills (Word, Excel, PowerPoint).
  1. Employment conditions

The following are tentative conditions, but will be determined flexibly through negotiations.

  • Duration: December 2025 – October 2027
  • Wage: 30 TOP/hour (depends on work experiences), or daily basis. Expect to work around 20 hours per week.
  • Working place: NSPAO office (Nukualofa) and the whole Tongatapu Island.
