Assignment Title: Expression of Interest for
Lot 1: Tonga Social Service Programme for Aged care for Elderly services for Tongatapu, Vava’u, Ha’apai, ‘Eua and Niuas.
Lot 2: Tonga Social Service Programme for Early Intervention Program services (Children from birth to five years with disabilities) for Tongatapu, Ha’apai, ‘Eua and Niuas.

The Contracting Entity acting on behalf of the Ministry of Internal Affairs has received funding fromtheGovernment and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) including carrying out tasks as a consultant firmfor
- Lot 1: Tonga Social Service Programme for Aged Care for Elderly services for Tongatapu, Vava’u, Ha’apai, ‘Eua and two Niuas.
- Lot 2: Tonga Social service programme for Early Intervention Program services (children frombirthtofive years with disabilities) for Tongatapu, Ha’apai, ‘Eua and two Niuas.
The Contracting Entity now invites eligible consulting firms (“Consultants”) to indicate their interest inproviding the Services. Interested Consultants should provide information demonstrating that theyhavethe required minimum qualifications and relevant experience to perform the Services.
The short-listing criteria are:
1. Qualification
- Relevant training and counselling services related to the Aged Care for elderly serviceswill be an advantage.
- Relevant training and counselling services related to the Early Intervention Programmefor children with disabilities services will be an advantage.
- Specific services for the vulnerable people of Tonga
2. Experience and competencies
The interested applicants are required to apply to any of the services below and to submit their cover letters along with the following supporting Updated CV (including)
- Updated CV (including 2 trusted referees)
- A minimum of up to 2 or more years experience in working relevant with the EarlyIntervention Program Services (children from birth to five years with disability) for staff.
- A minimum of up to 2 or more years’ experience in working relevant with the Aged Care for elderly Services.
- At least two written references (inclusive of the most recent/current employer)
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications
A Consultant will be selected in accordance with the Quality and cost-based selection (QCBS) methodset out in the Public Procurement Regulations
