• TongaHealth Fundraising Plan Development Consultant

Program Background

The Tonga Australia Support Platform (TASP) is a mechanism which supports the work of the Australian Government in meeting development objectives in Tonga. It is a multi-sector development facility that uses multiple modalities including development program management, technical advisory support, grants management, and subcontracting. TASP also supports Australian Government policy development and dialogue to deliver the desired outcomes. TASP delivers programs in the health, governance, skills development and gender pillars.

The Health Pillar provides technical and additional resourcing support to the Tonga Health System Support Program, the Australian Government’s Department of Foreign Affairs and Trade (DFAT) 20-year commitment to Tonga’s health sector. In its final phase, the Objective of THSSP4 is that the Government of Tonga has an effective, resilient and inclusive health system that reduces the burden of disease, especially for NCDs.

This consultancy is to support the development of a Fundraising Plan for Tonga Health Promotion Foundation (TongaHealth). TongaHealth is an autonomous body under the Tonga Health Promotion Foundation Act that is mandated to grow and manage the Health Promotion Fund for the nation. This consultancy is to support TongaHealth’s foresight to build, diversify and sustain its Health Promotion Fund in the next 10 years.

The Role
The purpose of this consultancy is to develop a comprehensive Fundraising Plan for TongaHealth. This consultancy will span 45 working days in a 3-month period. It aims to identify potential funding sources, both traditional and innovative, and create a detailed Plan for accessing and managing these resources effectively. The consultant will assess the current institutional capacities of TongaHealth and provide recommendations for improvements necessary to operationalize the Plan. The role requires a strategic approach to mapping funding opportunities that align with TongaHealth’s priorities as directed by the Tonga Health Promotion Foundation Act. The consultant will also be responsible for capacity building within the organization, ensuring that responsible staff understand how to implement the Plan successfully.

Roles and Responsibilities

  • Review and map available funding sources (governments, foundations, private sector entities, philanthropists, individual givers, institutional donors, etc) relevant to TongaHealth and the Government of Tonga’s health priorities that can be supported through a Health Promotion Fund.
  • Analyse trends in financing for Charities and Foundations.
  • Develop the Fundraising Plan with strategic objectives, targets, and key performance indicators.
  • Assess the current institutional and technical capacities of TongaHealth, identify capacity gaps and propose necessary improvements and resource needs

About You

Essential Experience, Capacities and Knowledge

  • A Master's degree in a relevant field such as international development, public administration, finance, or a related discipline. Advanced qualifications or certifications in resource mobilisation or project management will be advantageous.
  • A proven track record in resource mobilization, strategic planning, and capacity building.
  • Strong analytical skills, experience in mapping funding sources, and familiarity with innovative financing mechanisms.
  • Excellent communication and facilitation skills to effectively engage with stakeholders and TongaHealth staff and partners.
  • A deep understanding of the fundraising landscape in health and the ability to navigate complex institutional frameworks.
  • A minimum of at least ten years of relevant experience in resource mobilization, strategic planning, and capacity building within the context of health and international development.

Desirable

  • Experience working in similar contexts is highly desirable.
