The Kingdom of Tonga has received financing from the World Bank towards the Ministry of Health (MOH) as the Implementing Agency for the Pacific Healthy Islands Transformation (PHIT) Project in Tonga, to deliver on the project development objective, of strengthening access to quality health services within participating Pacific Island Countries, with a focus on Non-Communicable Diseases (NCD) management. PHIT will complement and boost the impact of existing national health systems investments, including the HEART Project (P180965).

The Pacific Healthy Islands Transformation (PHIT) Project (P508550) is a USD13.7 million grant financed by the World Bank (WB) through the International Development Association (IDA). PHIT Project is a regional project involving Fiji, Kiribati, Tonga, and Tuvalu.

The PHIT project is designed as a suite of regional investments to support the transformation of Pacific health systems into fit-for-purpose primary health care (PHC) oriented health systems that promote health and deliver adequate preventive and curative services in the region. The PMU will play a crucial role in overseeing and managing the implementation process, ensuring that all activities are carried out in accordance with established standards and guidelines. The PMU is staffed with a Project Manager and workstream Officers in different fields (Procurement, Safeguards, Financial Management, Administration and Data management).

The Deputy Project Manager (DPM) / PHIT Coordinator will serve as the principal deputy to the Project Manager, providing leadership in PHIT implementation and supporting the management of shared Project Management Unit (PMU) functions. The PMU encompasses project planning, coordination, financial management, procurement and contract administration, environmental and social risk management, as well as monitoring and reporting.

This is a full-time position, initial contract for two (2) years extendable annually upon mutual understanding and performance up to end of the duration of the project.

The Ministry of Health now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.).

Academic Background and Relevant Experience

Minimum Requirements

  1. A Degree in public health, medicine, business administration, management, economics or equivalent.
  2. At least 10 years’ experience in project management, including at least 5 years in a senior leadership position. Experience with project management in the health sector strongly preferred.
  3. Demonstrated experience in working with multiple stakeholders (i.e., Ministries, regional bodies, development partners, communities, local government, etc.).
  4. Experience in working on projects funded by the World Bank, or other international development agencies.
  5. Fluency in English and demonstrated ability to be able to write succinct reports which clearly articulate identified issues.

Desirable Requirements

  1. A Master’s or Advanced Degree in public health, medicine, business administration, management, economics or equivalent.
  2. Previous experience and developing countries and similar assignment, particularly working in Tonga
  3. Demonstrated ability to work well with diverse team and various levels of government
  4. A knowledge of the relevant Tonga Legislation would be an advantage.

Qualification/Education (20 marks):

1. Degrees related to public health, medicine, business administration, management, economics related fields.

  • Bachelor’s degree:10 points; Master’s degree: 20 points

2. Experience: 60 points (Experience with the WB, donors, public funded projects in Finance, Accounting)

  • 3+ to 5 years experience (10 points)
  • 6-7 years experience (15 points)
  • 8 to 10 years experience (20 points)
  • 11 to 15 years experience (30 points)
  • Demonstrated working experience in the regional or similar environment (10 points)
  • Demonstrated working experience in Tonga (5 points)
  • Completion of the WB online training modules related to FM, CM & Proc. (15 points)

3. Knowledge and Skills: 20 points

  • Completion of the World Bank or any professional training modules related to FM, CM & Proc.,

The remuneration package for this position is attractive and will be determined based on qualifications, experience, and previous remunerations for similar assignments.

The attention of interested Consultants is drawn to SECTION III paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated February 2025 sixth edition (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Paragraph 7.22, 7.25, 7.36 to 7.37 of the Procurement Regulations.
