About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity
The Reintegration Coordinator - Tonga will be responsible for connecting with various stakeholders to coordinate activities in Tonga, Australia, the Pacific and Timor-Leste that contribute to the successful social, psycho-social and economic reintegration of returning PALM workers.
This is a fixed term opportunity required to June 2026, based in Tonga.
Under the direction of the Deputy CEO of the Ministry of Internal Affairs (Overseas Employment Division)the Reintegration Coordinator will:
- Developing and coordinating the Tonga Reintegration Strategy aligned with national labour mobility policy.
- Engaging returning workers in reintegration activities and link them to the Ministry of Trade & Economic Development.
- Building and maintaining partnerships with key reintegration stakeholders and monitor their initiatives.
- Establishing and leading the Reintegration sub-committee under the Labour Mobility Steering Committee.
- Organising quarterly stakeholder workshops to gather feedback and improve reintegration pathways.
- Overseeing regular ‘Where to now? Open days’ for returning workers, including debriefing and pathway guidance.
- Supporting the delivery of reintegration services like counselling, financial literacy, and community training.
- Liaising with Australian-based organisations contributing to reintegration efforts.
- Facilitating worker debriefs, surveys, and information sharing on reintegration options.
- Collecting and share success stories from returning workers.
- Ensuring timely reporting and participate in leadership meetings and activities.
- Leading and supervising the reintegration team and uphold workplace conduct standards.
- Participate in meetings and complete other required activities relevant to this role.
- Provide direct leadership/supervision of all reintegration
- Lead and inspire the reintegration team, providing direct supervision and fostering a collaborative and high-performing environment.
- Own the strategic direction and execution of the Labour Mobility Reintegration Program, ensuring impactful delivery and continuous improvement.
- Contribute actively to the OED Leadership Team, shaping initiatives and driving cross-functional alignment.
- Model excellence in all aspects of the role, setting a strong example for peers and team members.
- Uphold workplace standards by promptly reporting any behaviour that breaches the Code of Conduct, ensuring a safe and respectful environment for all.
We are seeking an individual who:
- Proven experience leading teams and managing projects in fast-paced, operational environments.
- Skilled in meeting organisational reporting requirements and delivering strategic documents from workshops.
- Strong communication, networking, and interpersonal skills for external engagement and coordination.
- Fluent in English and Tongan; experienced in cold calling and partnership development.
- Experienced in facilitating workshops, training sessions, and debriefing activities with excellent written documentation skills.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) with strong time management and organisational abilities.
- Knowledge of Gender, Disability, and Social Inclusion principles.
- Familiar with Pacific Labour Mobility programs.
