Corruption Prevention Adviser – Nuku’alofa, Tonga
Program Background
The Tonga Australia Support Platform (TASP) is a mechanism which supports the work of the Australian Government in meeting development objectives in Tonga. It is a multi-sector development facility that uses multiple modalities including development program management, technical advisory support, grants management, subcontracting and supports Australian Government policy development and dialogue to deliver the desired outcomes.

The Role
The Anti-Corruption Commission (ACC) commenced operations on 1 July 2024, marking a firm commitment to combating corruption and fostering a transparent and just society in the Kingdom of Tonga. Its establishment was underpinned by the Anti-Corruption Commissioner Act 2007, which laid the legislative foundation for the Commission’s work.
The ACC’s Strategic Plan 2024–2029 outlines a clear roadmap for promoting integrity and accountability across the public sector. A key feature of this plan is the creation of the Corruption
Prevention Division, which plays a vital role in implementing proactive anti-corruption measures. While investigations remain an important function, best practice dictates that an Anti-Corruption Commission also have a strong prevention focus. Unlike investigations, which respond to events that have already occurred, the prevention function identifies vulnerabilities and implements measures to reduce the likelihood of such events happening in the future. This proactive approach is essential to a comprehensive anti-corruption framework.
To be effective, the corruption prevention function must be adequately resourced to support public sector agencies and officials in managing corruption risks and strengthening internal controls. This function may encompass a range of activities including education, stakeholder engagement, research, tailored advice, capacity-building support, and targeted projects.
The Adviser will be responsible for –
- Establishing the Corruption Division: Set up the operational structure, workflows, and resources necessary for the division to function effectively.
- Strategy Development: Develop and implement a corruption prevention strategy tailored to the needs of the Office of the Anti-Corruption Commissioner.
- Risk Assessment: Conduct thorough risk assessments to identify vulnerabilities and design strategies to mitigate these risks.
- Policy and Procedure Development: Develop and maintain anti-corruption policies and procedures.
- Training and Awareness: Provide training and awareness programs for staff and stakeholders to recognize and prevent corruption.
- Investigation Support: Assist in investigating suspected cases of corruption and liaise with law enforcement agencies when necessary.
- Stakeholder Engagement: Engage with relevant stakeholders to promote anti-corruption initiatives and foster a culture of integrity.
- Reporting: Prepare regular reports on the progress of the division and the effectiveness of implemented strategies.
- Education and Engagement: Develop and deliver educational programs and engage with public sector agencies and officials to raise awareness and build capacity in corruption prevention.
- Research and Advice: Conduct research on best practices in corruption prevention and provide advice and support to public sector agencies on implementing effective controls.
- Monitoring and Evaluation: Monitor and evaluate the effectiveness of corruption prevention initiatives, adjusting as necessary.

About You
- Extensive experience in developing and implementing corruption prevention strategies, preferably within a public sector context.
- Proven strategic and analytical skills, with the ability to manage complex prevention programs and develop effective solutions.
- Deep understanding of the legal framework related to corruption, government operations, and public sector ethics.
- Exceptional leadership and management capabilities, with the ability to motivate and develop a prevention team.
- Excellent communication, interpersonal, and stakeholder engagement skills.
- High level of integrity, objectivity, and ethical standards.
- Demonstrated knowledge of the public sector and understanding of the functions of the ACC.
- A degree in a relevant field is required; a post-graduate degree is preferred.
- Relevant professional certifications in corruption prevention, risk management, or a related field are desirable.
- Significant experience in a senior management role is essential.
