The Government of Tonga has received financing from the World Bank toward the cost of Tonga’s Statistical Innovation and Capacity Building in Tonga Project. The total funding envelope is US $2 million. The project objective is to improve the quality and efficiency of welfare data collection, and accessibility to comparable welfare data in Tonga. The project intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) aims to improve the accuracy and reliability of Tonga’s national accounts by improving the estimation of GDP price deflators and enhancing the scope of value added by the HIES data to the National Accounts Indicators.
The assignment will be conducted remotely and in the country. It is anticipated that the consultant will commence in February for 3 months. The detailed Terms of Reference (TOR) for the assignment can be obtained from Ms. ‘Ana Soakai at asoakai [at] stats [dot] gov [dot] to.
The Tonga Statistic Department (TSD) is the implementing agency and now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, etc.)
The criteria for selecting the Consultant are:
Qualifications:
- Possession of a Master’s degree in statistics or a related discipline.
Experience:
- A minimum of 15 years of relevant professional experience with at least five years’ experience in national accounts, price index, and economic statistics.
- Proven expertise in data analysis and statistical modeling.
- Strong knowledge of economic theory and econometric techniques.
- Experience in developing and implementing price indices and in working with HIES data and its applications.
- Proficiency in statistical software packages (e.g., SPSS, STATA, R).
- Prior experience in a similar role within a donor-funded project is highly advantageous.
- Demonstrated work experience in Tonga or in the region, particularly with relevant stakeholders reliant on statistical data, is desirable.
- Overseas experience in countries or regional organizations engaged in similar work is essential.
Skills & Knowledge:
- In-depth knowledge of statistics
- Analytical skills: Demonstrated policy development, delivery, and analytical capabilities with a robust statistical focus.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, and familiarity with other database management software is required.
- Practical communication skills: Proven experience in cross-cultural settings, with exceptional professional oral and written communication abilities in English, covering email correspondence, audio/video conferences, and face-to-face interactions with the Bank, Government officials, and other stakeholders
- Organizational skills: Ability to work efficiently under pressure, meeting project implementation timelines and deadlines.
- Process-oriented skill: Strong proficiency in process development and orientation.
- Teamwork and Advisory skills: Demonstrated effectiveness in teamwork, including the ability to provide advice, mentorship, and coaching in statistical methods.
- Work Ethics: Proven high personal integrity and dedication to national and international professional work ethics and standards.

Selection Method
The Consultant will be selected through the “Individual Consultant Selection method” in accordance with the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations) of November 2020.
