Program Background
The Tonga Australia Support Platform (TASP) is a mechanism which will support the work of the Australian Government in meeting development objectives in Tonga. It is a multi-sector development facility that uses multiple modalities including development program management, technical advisory support, grants management, and subcontracting. TASP supports Australian Government policy development and dialogue to deliver the desired outcomes.

The Role
The Senior Skills Advisor (Advisor) will oversee TVET strengthening activities and training design and delivery activities for the Skills Pillar under the Tonga Australia Support Platform (TASP). The Advisor will focus on developing and implementing TVET system-strengthening and capability-building initiatives with key national partners and supported coalitions, in line with the TASP Work Plan, emphasizing skills development for the national workforce.
The Advisor will be responsible for –
Skills Strengthening
- Build effective collaborations with TVET stakeholders, including government agencies, training institutions, the private sector and civil society.
- Lead locally driven TVET system-strengthening activities that align with national priorities and TASP end of program outcomes.
- Contribute to adaptive planning and management by testing, learning, and experimenting to ensure flexibility and responsiveness to new opportunities and changing partner needs.
- Provide strategic advice to support TVET partners meet regulatory requirements for registration, accreditation, training delivery, and administration
- Support TVET partners in enhancing the quality of teaching and learning, accessing professional development opportunities, and engaging with employers to address skills demand.
Leadership
- Lead and support TVET strengthening activities, working with TASP Staff and with members of the Skills for Development Working Group to identify and implement priority interventions.
- Participate in team-teaching and mentoring activities with staff from partner organizations.
Training Delivery
- Support the development of contextually relevant training programs that meet industry requirements and provide expert advice to training curriculum development staff.
- Deliver various training programs which may include professional development workshops and TVET Trainer and Assessor Courses, to build the capability of TVET practitioners.
- Work with partner organisations to build skills in training and delivery.
Organisational Development
- Support the Deputy Director – Programs and Director - TASP in enhancing professional excellence within TASP.
- Contribute to TASP strategies, planning, reporting processes, and the evaluation of activities for continuous improvement.
- Utilize vocational knowledge to contribute to TVET research and projects.
- Consider gender, equity, and social inclusion in all activities to ensure participation from disadvantaged or marginalized groups.
- Engage in staff meetings, professional networks, HR processes, and other relevant activities.
- Identify, assess, mitigate, and report on risks.

About You
Essential Experience and Knowledge
- Diploma level, or higher, education, teaching or training qualification and extensive experience working in a TVET organisation.
- Demonstrated high-level technical knowledge and application of TVET quality systems and activities in compliance with national TVET regulators, including a highly developed understanding of skills training packages.
- Demonstrated experience in managing the development and application of a full range of teaching and assessment methodologies, customisation techniques and standards.
- Proven ability to establish priorities and address challenges with creative solutions to achieve end-of- program objectives to deadline and within a complex environment.
- Proven ability to lead and work collaboratively and ethically with TVET partners, government and various stakeholders on TVET quality improvement initiatives.
- Strong IT and written and oral English communication skills with demonstrated ability to communicate specialised and nuanced information for reporting purposes.
Desirable
- Experience working on an aid funded project, preferably Australian Government.
- Experience working on projects in the Pacific will be well regarded.
