The Ministry of Education and Training has received financing from the World Bank toward the cost of Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes establishment of the following position (Consultant’s);

  1. Minimum Education: Diploma in Engineering and/or Building Construction or an equivalent field. Applicants who do not have a Diploma but able to demonstrate a minimum of 5 years’ relevant experience operating in similar positions will also be considered.
  2. Minimum Years of Relevant Experience: 5
  3. Knowledge and understanding of public procurement systems of the Kingdom of Tonga.
  4. Knowledge of the World Bank’s procurement policies, processes and practices would be an advantage.
  5. Knowledge of FIDIC contracts.
  6. Experience in a donor funded project or organization will be an added advantage.
 2 years with the possibility of extension based upon needs and performance of the consultant February 2025
Recruitment of Asset Management Building Technician TO-MET-

  1. Minimum Education: Hold a recognized qualification (Certificate III/IV, Diploma or Bachelor’s degree) in the following areas: building management, construction, carpentry, engineering, or other relevant discipline from a recognized institution.
  2. Minimum Years of Relevant Experience: 3
  3. Knowledge and understanding of public procurement systems of the Kingdom of Tonga. Knowledge of the World Bank’s procurement policies, processes and practices would be an advantage.
  4. Procurement: working knowledge in preparing technical specifications and technical evaluation in procurement will be an advantage. 
  5. Experience in a donor funded project or organization will be an added advantage.

Recruitment of TSRSP Accounting Officer TO-MET-

  1. At least a Bachelors’ degree in Communication, Economics, Social Science, Public Policy, Public Administration, Business or similar discipline from a recognized university or academic institution and at least 3 years relevant work experience.
  2. Minimum Education: Diploma in Accounting or an equivalent field. Applicants who do not have a Diploma but able to demonstrate a  minimum of 5 years’ relevant experience operating in similar positions will also be considered.
  3. Minimum Years of Relevant Experience: 5Knowledge of Government Processes: Background and experience in Tongan government processes especially with MET and Ministry of Finance.
  4. Analytical skills: Proven policy development, delivery and analytical skills.
  5. Software & Computer skills: High Level computer skills including Microsoft Office software especially MS word, excel spreadsheets, Power Point, Outlook etc.
  6. Communication skills: Excellent professional oral and written communication skills in English, including via email, audio/video conference, and face-to-face with Bank and Government officials.

Communication & Monitoring and Evaluation Officer 2 TO-MET-

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
