The Government of Tonga has applied for financing from the Asian Development Bank (ADB) towards the cost of the Tonga Sustainable Economic Corridors and Urban Resilience Enhancement Project (TON SECURE). Part of this Financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

The Ministry of Infrastructure of the Government of Tonga (the “Employer”) invites sealed bids from eligible Bidders for the consultancy services of upgrading critical infrastructure based on long-term resilient urban planning and promoting movement of vulnerable populations to less disaster-prone areas. This includes the contract management and construction supervision of the Fanga’uta Lagoon bridge and its approach roads, drainage and water supply (“the Works”).

Open competitive bidding will be conducted in accordance with ADB’s Single- Stage: Two-Envelope procedure and is open to all Bidders from eligible countries.

Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.

Qualification Criteria Requirements
Technical Competence

Geographical Experience
  • Present experiences in similar geographic areas.
Management Competence
  • Describe standard policies, procedures, and practices that your entity has to assure quality interaction with clients and outputs, stating if the company is ISO certified.
  • Describe how complaints will be handled concerning the performance of experts or quality of the reports submitted for this assignment, including what internal controls are in place to address and resolve complaints.
  • Describe how quality of the firm’s performance over the life of this assignment will be ensured.
  • Describe standard policies, procedures and practices that are in place to avoid changes/replacements of personnel and to ensure the continuity of professional services.
  • Describe social protection practices you have in place to safeguard the well-being of proposed experts.

Bidders must submit their Bids electronically through Tenderlink on or before 9 July 2025 at 18:00 hours, Tonga time. Late submissions and hard copies submissions will not be accepted. All submissions must be accompanied by an Eligibility Declaration duly signed.

Expression of Interest submissions will be opened immediately after the deadline. Bidders will have the option to attend the electronic bid opening via an online videoconferencing system. The link to the virtual opening will be sent to all bidders through the Tenderlink portal seven days prior to the opening.

The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their Expression of Interest.
