TASP Grants Manager
Program Background
The Tonga Australia Support Platform (TASP) is a mechanism which will support the work of the Australian Government in meeting development objectives in Tonga. It is a multi-sector development facility that uses multiple modalities including development program management, technical advisory support, grants management, and subcontracting. TASP supports Australian Government policy development and dialogue to deliver the desired outcomes.

The Role
The Grants Manager will support the Australian Government’s efforts to achieve development objectives in Tonga, focusing on the cross-cutting areas of gender, disability, social inclusion, and climate change. This role entails managing the grant function of TASP’s Cross-Cutting Pillar, leading and overseeing all grant activities throughout the grant life cycle. The Grants Manager will work closely with grantees and partners to ensure compliance with requirements, adherence to standards, accurate acquittals and timely reporting on grant progress.
The Grants Manager will be responsible for –
Leadership and Coordination
- Leading the coordination and delivery of the grants program, ensuring effective and efficient implementation of all grant activities by our partners.
- Collaborate with relevant team members to ensure alignment of grant activities with TASP’s cross-cutting objectives (gender, disability, social inclusion, and climate change).
Grant Management
- Review and update the TASP Grants Manual for approval by the Deputy Director – Programs and Program Director (where necessary).
- Manage the full grant cycle, including application evaluation, selection, grant negotiation, award, induction and monitoring.
- Collaborate with the Finance Officer, Finance and Administration Officer, and GEDSI Adviser to lead grant negotiation, awards, and grantee performance and risk management.
- Review and endorse disbursement requests in accordance with grant agreements.
- Oversee and quality assure capacity-building support provided to grantees.
- Ensure financial, operational, and close-out procedures are implemented effectively.
- Update and maintain the Grantees Profile Matrix and Budget.
- Work closely with the TASP team on budget development, cost-monitoring, and budget-reporting requirements for grants.
- Conduct grantee monitoring and performance management.
- Contribute to the review and implementation of the TASP risk register.
Monitoring and Compliance
- Monitor grant-funded projects to ensure compliance with agreements, track progress, and prepare regular reports, including tranche payment recommendations.
- Conduct compliance audits and ensure accurate financial reporting in line with DT Global policies.
- Identify and mitigate potential risks associated with grant activities.
Capacity Building and Sustainability
- Identify training needs of grant recipients and provide capacity development support to enhance financial management and operational effectiveness.
- Facilitate knowledge sharing among grant recipients, promoting best practices and lessons learned.
- Develop and implement sustainability plans for grant recipients.
Cross-Cutting Themes and Safeguarding
- Ensure integration of cross-cutting themes (gender, disability, social inclusion, and climate change) into all grant activities.
- Ensure safeguarding policies, including Prevention of Sexual Exploitation and Harassment (PSEAH) and child protection, are implemented.
- Work with grant recipients to develop Terms of Reference (TOR) for technical assistance and participate in recruitments as needed.
Communication and Stakeholder Engagement
- Collaborate with the Strategic Communications Coordinator to develop and implement communication activities to promote the work of the grants program.
- Build and maintain positive relationships with grantees, partners, and other stakeholders.
- Act as the primary contact for grant-related inquiries and correspondence.
Climate Change Activities
- Plan, coordinate, and support the implementation of climate change initiatives through grants or as standalone activities.
- Prepare and submit reports on climate change activities conducted by TASP or through partners.
Other Duties
- Contribute to DFAT progress reports, providing updates on grant performance and outcomes.
- Support additional cross-cutting activities or aid other TASP Pillars as reasonably requested.

About You
Essential Experience and Knowledge
- A degree in financial management, business administration, program management, International Development or a related field, with at least 7 years of relevant experience.
- Extensive experience in financial management, budgeting, and grants/program management.
- Proven expertise in official development assistance programs or donor-funded projects.
- Knowledge and experience in gender equality, disability, and social inclusion (GEDSI).
- Strong strategic thinking, analytical, time-management, and problem-solving skills.
- Exceptional organizational, communication, and IT skills.
- Demonstrated ability to produce concise and accurate narrative reports in English.
Desirable
- Experience with DFAT-funded programs or activities.
- Familiarity with the socio-political and cultural context of Tonga.
- Experience working with CSOs, NGOs, or government agencies in Tonga.
