TVET Resource Developer - National Certificate IV in Training & Assessment (TAE)
TASP Program Overview
The Tonga Australia Support Platform (TASP) supports the work of the Australian Government in meeting development objectives in Tonga. It is a multi-sector development facility that uses multiple modalities including development program implementation and management, technical advisory support, grants management, and subcontracting. TASP supports Australian Government policy development and dialogue to deliver the desired outcomes.
Project Background
Tonga’s technical vocational education and training (TVET) sector currently has no formal training or qualification for trainers and assessors. The Ministry of Education and Training (MET) and Tonga Association of Tertiary and Higher Education (TATHE) are developing a National Certificate IV in TVET training and assessment (TAE) to advance the capability of the TVET sector workforce and improve the quality of TVET in Tonga.
TASP is currently supporting TATHE to develop the Certificate IV in TAE in line with regional benchmark TVET qualifications, TNQAB requirements and local stakeholder engagement and sector needs analysis. The qualification descriptor and units of competency are in development with validation expected around late March 2026 for submission to the TNQAB to be registered as a national qualification.
Tupou Tertiary Institute (TTI) has been identified as the provider of the qualification and use the open-source version of Moodle learning management system to support delivery of their programs.
The project will require engagement with stakeholders including:
- TASP Skills team
- Tonga Association of Tertiary and Higher Education (TATHE) and Industry Technical Advisory Group (ITAC)
- Tupou Tertiary Institute (TTI)
The purpose of this role is to design the learner and trainer resources for TTI to deliver the Certificate IV in TAE. It is expected that the qualification will be comprised of six (6) compulsory units totalling 60 credits as per Tonga Qualification Framework (TQF) requirements.

The Role
The Developer will use their expertise and experience in developing learner, trainer and assessor resources for TAE qualifications in the Pacific region to create resources for the new National Certificate IV in TAE for delivery by TTI.
This will require developing the full learner, trainer and assessor resources for all units of competency including session plans, PowerPoints, training activities, assessment activities and tools, and learner/ trainer/assessor guides.
In addition to the fundamentals of TVET learning, teaching and assessment, the units will also include outcomes relating to digital literacy and AI, young TVET learners and inclusive TVET practice.
The Developer will work closely with the TASP Senior Skills Advisor to ensure the course materials align with the qualification descriptor and units of competency and are contextualised for the Tongan setting.
Graduates of the National Certificate IV in TAE will be equipped with the skills and knowledge to design, deliver and assess competency-based training in the Tongan TVET sector.
The Developer will be responsible for the following activities:
- Undertake the design and development of training/learning and assessment resources and tools for the National Certificate in TAE Level IV, tailored for the Tonga context.
- Ensure the resources and tools developed are informed by current best practices and understanding of the content such as inclusive TVET teaching, digital literacy and AI use,
- Work closely with the TASP Skills Advisor to ensure local relevance and alignment with qualification requirements and documentation.
- Monitor and report on project progress and outcomes, providing inputs for reviews and updates.
- Work independently and efficiently, reporting directly to the TASP Deputy Director - Programs on progress, challenges, and needs.

About You
Essential Experience, Capacities and Knowledge
- Post-graduate qualification in training and/or education for the post-compulsory education sector
- Demonstrated experience in the design and development of training and assessment resources for Tonga and/or the Pacific region
- Demonstrated experience in a developing a range of teaching and competency-based assessment methodologies for TVET programs and units.
- Demonstrated experience in contextualisation of training packages and resources at Level IV
- Knowledge of the current TAE landscape including equivalents in Australia/New Zealand /the Pacific
- Demonstrated understanding of teacher training principles and best practice
- Demonstrated experience in developing and/or delivering digital literacy units including the ethical use of AI by students and trainers/assessors; and using AI for developing training and assessment resources.
- Proven ability to work independently and collaboratively with training partners, industry networks, and various stakeholders in the TVET sector
- Commitment to and understanding of Gender Equality, Disability, and Social Inclusion (GEDSI) principles in the Pacific context.
- Strong IT and written and oral English communication skills with demonstrated ability to communicate specialised information to diverse stakeholders.
Desirable
- Qualification in training/education for the TVET sector (e.g. Cert IV TAE)
- Awareness of Tonga’s TVET sector and Tonga Qualifications Framework (TQF)
- Experience working on an aid funded project, preferably Australian Government.
- Experience working on projects in Tonga will be well regarded
