10-20 years daily paid labour without contract "only in the Friendly Islands"

After the Minister of Justice, Hon. Vuna Fa’otusia told the Tongan Parliament today that government ministries did not break any law, by employing daily paid labourers for 10 to 20 years without a working contract, the Speaker reminded the House that Tonga is the "Friendly Islands". I'm baffled at the
I'm baffled at the aforementioned of the House vs the gov't. Isn't both from the same cloth? As in one and the same? Why the game of we say they say when you, the House is the gov't as well! You sit there and make the laws as in creating and passing bills making you part of the gov't! It would simplify things for us simple folks when you stop separating the two. As for the paid labourers without contract, your sin of omission is now biting you in the purse strings as now the labourers are seeking gov't assistance, which you're not liable to provide since there was no contracts. But of course the 'Friendly Island' name will save the day, as you continue to perpetuate that 20 yr old mistake.
