Two men age 24 and 51 have been charged for the rape of a mentally disadvantaged 20-year-old woman alleged to have taken place separately at different times in Pangai two-years-ago.

The police received this serious complaint in 2011, hello its now 2013!!
The most vunerable in society need protection, as the Police commissioner states in another article "Tonga Police have a long way to go" this has to be the understatement of the year.
