The Kingdom of Tonga has received financing from the World Bank for an exciting project, the Pacific Healthy Islands Transformation (PHIT) Project to support the health sector development in Tonga. The ICT Officer position will be part of the Project Management Unit (PMU) of the HEART Project in the Ministry of Health (MOH)
The position is a full-time contract for 2 years, with an annual extension based on mutual understanding and satisfactory performance up to duration of the project of 5 years. Contract staff will be required to provide hands-on support in this area of specialty, across a range of project activities.

The Implementation Agency now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.).
The criteria for selecting the Consultant are:
EXPERTISE REQUIREMENTS (as per TOR):
Minimum Requirements (40 points):
- At least 3 years professional experience in supporting the planning, coordination, or implementation of digital systems or ICT enabled programmes, preferably within the health sector or government environment.
- Demonstrated experience working on digital health, health information systems, or ICT supported service delivery programmes, including coordination with technical and non technical stakeholders.
- Experience with ICT support/operations (networking, endpoints, user administration)
- Hands‑on experience with connectivity troubleshooting, endpoint protection, and basic scripting
- Strong communication and training skills
- Strong understanding of data quality, data use, and reporting in the context of digital systems (not limited to M&E).
- Fluency in English and Tongan, both written and oral
- Commitment to data privacy and safe telehealth practices
Desirable Requirements (30 points):
- Experience in health sector ICT, telehealth workflows, or LMS/registry solutions
- Experience supporting project implementation within a government Ministry, PMU, or development partner–funded programme.
- Knowledge of AI tools, eLearning platforms, and interoperability concepts
- Experience in FHIR or HL7 for System Integration.
- Experience working in collaboration with multiple stakeholders, including government agencies, development partners, regional institutions, and technical service providers.
- Ability to work effectively with remote regional teams and participate in regional coordination and learning activities.
Qualification / Education (20 points):
- A University Diploma/Bachelor’s in Information Technology, Computer Science, Health Informatics, Digital Health, Information Systems or another relevant discipline
- Knowledge and Skills (10 points):
- Any other relevant areas of expertise.

The remuneration package for this position is attractive and will be determined based on qualifications, experience, and previous remunerations for similar assignments.

A Consultant will be selected in accordance with the above cited Procurement Regulations.
