Overseas Request for Quotation (RFQ) for up to two RESIDENTIAL LEASES

Peace Corps/Tonga has a need for a RESIDENTIAL HOUSING LEASE for staff members. Peace Corps is soliciting fixed-price quotations that meet the minimum requirements detailed below.

Quotations are due no later than 5:00PM on 28th NOV 2025.
Lease start date would begin on or around December/January 2026 for up to five years with potential for renewal. Please email the contacts above for more information.
Peace Corps will evaluate all quotations received by the deadline based on the minimum requirements and/or evaluation factor(s) shown below. Contingent on the availability of funds and continued need for the supplies and/or services, at the end of the evaluation process, Peace Corps intends to award a firm-fixed-price contract for the purchase of the required supplies and/or services to the selected vendor.
A. Description of Required Elements
1. Residence Required Elements
Required
- Landlord willingness to modify to meet Peace Corps requirements for required accommodation and safety and security needs.
- A minimum of two bedrooms and two full bathrooms (toilet, sink, and shower).
- Available closet and storage spaces.
- Space for Laundry machines.
- Sufficient external space for protected single car parking (not street parking).
- Sufficient external space for a generator to be installed
- Full kitchen and good condition kitchen storage space.
- A parameter fence no smaller than six feet high and reaches the ground (able to prevent animal entry).
- A working gate entrance, electric or manual, with ability for manual entry either through gate or pedestrian entrance door.
- Multiple external house doors (at least two egress/ingress).
- Locking or latching mechanism in place for all windows.
- Sufficient internal and external lighting for entrances, hallways, rooms, and grounds adjacent.
- In good condition currently or with minimal Landlord-funded renovation prior to move-in:
- Plumbing in excellent working order prior to move-in
- Electrical system in excellent working order prior to move-in with correct breakers, functional and secure panel boards, and inspected and functioning outlets and lighting systems.
- No unmitigated structural issues or damage. No evident mold, leak, flooding, or infestation issues.
- Effective rainwater management and drainage (no significant flooding)
- Roofing in good working order (not leaking) with a well-functioning, cleaned, and not leaking guttering system.
Preferred
- Three bedrooms or more
- One full closet space per bedroom and common storage space
- Solid external doors with thumb latch deadbolt locks and peepholes
- Working laundry machines
- Good condition major kitchen appliances installed
- Security mesh and grilles over windows and any glass doorways
- High quality security fence
- Meets fire department and electrical council inspection standards
- Newly renovated or new-build residences.
- Single homes on property (not shared compound)
2. Location Required Elements
Required
- No further than 10km from the Peace Corps Office
- Cannot be within 1km of large-scale fuel storage.
- Cannot be immediately adjacent to ocean without rated tsunami protection
Preferred
- Within 5km from Peace Corps Office
- In Tsunami safe zone
B. Contract Terms and Conditions
As an Agency of the United States Government, Peace Corps has an approved contract template that it must use for the award. Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps approved contract template.
C. Minimum Criteria and Price:
A quotation will not be considered further if it does not meet the minimum criteria above. Preference will be given to submissions that meet the minimum requirement and maintain rental cost below 60,000 TOP per year for each year of a five-year contract (price preference includesrequired government tax costs).
D. Evaluation Factors:
Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors (in no particular order):
- Storage Space
- Security and comfort of location
- Working order of critical housing elements
- Security infrastructure
- Availability of landlord
- Parking availability
- Price
Award will be made with negotiations between the Peace Corps and the selected vendor. Award based on availability of funds. All vendors that submit quotations in response to this RFQ will be notified of the results. Peace Corps may select more than one location for lease based on need and qualification.
