REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICESFIRMS SELECTION)

The Government of Tonga has received financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project II and intends to apply part of the proceeds for consulting services. The project is implemented by the Ministry Of Infrastructure (MoI).

The consulting services (“the Services”) are for the Public Transit Feasibility Study for Tongatapu, Tonga

The objectives of this project are to a) improve the overall understanding of traffic situation and the existing public transit system in Tongatapu and b) determine the viability of a new (or expanded) public transportation system.

The Consultant will sign a lump sum contract with payment upon acceptance of deliverables.

The MoI now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
The Consultant will be a well-established engineering firm which possesses the following:

Criteria Score
Core Business and years in business 20
Significant experience in urban public transit, especially for route planning and transport/traffic engineering, demonstrated by at least two successfully completed similar assignments over the last 10 years 40
Technical and managerial capability of the firm 30
Demonstrated experience in the small island environment or developing country. Experience in the Pacific Region is an advantage 10
Total 100

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (“CQS”) method set out in the Regulations and based on the criteria set out in the TOR.
