REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICESFIRMS SELECTION)

The Government of Tonga has received financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project and intends to apply part of the proceeds for consulting services. The project is implemented by the Ministry of Infrastructure (MoI).

The consulting services (“the Services”) are for the Pacific Regional Airport Asset Management Support (PRAAMS).

The objective of this consultancy is to introduce a preventative maintenance culture for the aviation sector and enhancing safety and climate resilience of airport operations. In particular, PRAAMS will cover the following airports in Tonga:

1 NFTF Fua’amotu (TBU) - Tongatapu, Tonga
2 NFTV Lupepau’u (VAV) - Vava’u, Tonga

The Consultant will sign a three year- time-based contract.

The MIA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • The Consultant (the firm) will be a well-established company specializing in Airport Infrastructure & Asset Management which possesses the following:
  1. significant experience in Airport Infrastructure & Asset Management demonstrated by at least one successfully completed similar assignment valued at least USD1m over the last 10 years;
  2. demonstrated experience in the small island environment or developing country. Experience in the Pacific Region is an advantage.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (“QCBS”) method set out in the Regulations and based on the criteria set out in the TOR. Further information can be obtained at the address below.
