Assignment: IC15 Climate Change Communication Specialist

The Government of Tonga have received financing from the Asian Development Bank (ADB), the Japan Fund for Prosperous and Resilient Asia and the Pacific, and Climate Change Fund, to implement the Integrated Aged Care Project aiming to enhance the well-being and quality of life of older people in Tonga by caregivers.
The Consulting Services include developing and implementing a comprehensive, culturally appropriate communications strategy focused on climate change adaptation and resilience aspects of the project with specific to the following areas:
- Communication strategy and foundational analysis;
- Capacity building and technical assistance;
- Content development and general communications support; and
- Awareness, community engagement, and reporting.

The Ministry of Internal Affairs (MIA) now invites eligible Consultants to express interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the services.
The Consultant is expected to possess the following requirements in order to be considered for the role:
- Communications, journalism, social sciences, or related field;
- Minimum 7 years in communication, awareness campaigns, or related areas;
- Experience in Climate change adaptation, resilience, and strategy development;
- Skills in accessible, culturally appropriate materials, capacity building, and multimedia content;
- Community campaigns and stakeholder engagement;
- Familiarity with donor-funded projects (ADB, World Bank), Tonga’s context, gender/disability inclusion; and
- Experience with social media, digital platforms, and media relations.
The recruitment process will follow Individual Consultant Selection in accordance with ADB Procurement Regulations. The first stage of the recruitment process will be the submission of an Expression of Interest, via the ADB Consultant Management System (click here).
