REQUEST FOR EXPRESSIONS OF INTEREST

The Kingdom of Tonga has received financing from the World Bank toward the cost of Health Enhancement and Resiliency, Tonga (HEART) Project, and intends to apply part of the proceeds for consulting services. The Ministry of Finance has established the Central Services Unit (CSU), as a monitoring unit to provide support to the preparation and implementation of all World Bank Projects. The CSU is staffed with a Program Manager and specialists in different fields (Procurement, Safeguards, Monitoring and Evaluation (M&E), Financial Management (FM), Communication, Engineering and Contract Management. There are Officers for each workstream to support the specialists, and other consultants as well that are significant to the operation of CSU.

The consulting services (“the Services”) include the recruitment of the Engineering and Contract Management Specialist, among others. The overall responsibility of this Specialist is to:

  • Proactively support and work with all relevant Project Management Units (PMUs)/Implementing Agencies (IAs) in the area of engineering and contract management so that the projects deliver timely and achieve Value for Money (VfM) in accordance with the Project Development Objectives while managing CSU resources efficiently.

This is a full-time position (may be extended based on needs and performance of the consultant)

The Ministry of Finance now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.).

Academic Background and Relevant Experience

Minimum Requirements

  1. Degree in Engineering (Civil Engineering preferred), Contracts Management or other related fields.
  2. At least 10 years’ broad experiences with the WB, donor or public funded projects including evidence of similar work in ECM.
  3. Demonstrated previous experience in developing and reviewing engineering design, development of specification, and scope of work for the WB and donor funded projects.
  4. Demonstrated experience in using Project Planning and Management Software e.g. Microsoft Project or similar (applicants should mention the software they have competencies on)
  5. Demonstrated experience to develop policy, procedures, processes, templates; designing and field-testing surveys and other data collection instruments for capacity building trainings in a similar environment and workstreams
  6. Fluency in English and demonstrated ability to be able to write succinct reports which clearly articulate identified issues.

Desirable Requirements

  1. Previous experience in Donors (The World Bank and similar donors) funded projects is an advantage
  2. Previous experience and developing countries and similar assignment, particularly working in Tonga and willingness to work related travel to remote Tongan islands
  3. Demonstrated ability to work well with diverse team and various levels of government
  4. A knowledge of the relevant Tonga Legislation would be an advantage.

Qualification/Education (25 marks):

1. Degree: BSc in Engineering (Civil Engineering preferred), Contracts Management or other related fields or other related fields from a recognized institution.
Professional body memberships.
Bachelor’s degree:15 points; Master’s degree: 20 points
Membership of a professional bodies: 5 points

2. Experience (75 points):

  1. Experience with the WB, donors, public funded projects in ECM (20 points):
    1+ to 3 years’ experience (10 points)
    3+ to 5 years’ experience (15 points)
    5+ to 10+ years’ experience (20 points)
  2. Minimum of ten (10) years’ of demonstrated work experience in a civil engineering and/or infrastructure project with responsibilities as mentioned in the Scope of Service above that closed on time and budget; (20 Points)
    1+ to 10 years’ experience (10 points)
    10+ to 15 years experiences (15 points)
    15+ to 20+ years’ experience (20 points)
  3. Demonstrated experience in using Project Planning and Management Software e.g. Microsoft Project or similar (applicants should mention the software they have competencies on); (10 points)
  4. Demonstrated working experience (regional or international similar experience) in administering and managing civil works contracts, including FIDIC types of contracts (10 Points)
  5. Demonstrated working experience in Tonga (5 points)
  6. Demonstrated working experience with WB STEP and Contract Management Module (10 points)

The remuneration package for this position is attractive and will be determined based on qualifications, experience, and previous remunerations for similar assignments.

The attention of interested Consultants is drawn to SECTION III paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated November2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Paragraph 7.22, 7.25, 7.36 to 7.37 of the Procurement Regulations.
