1. CHIEF EXECUTIVE OFFICER (CEO) FOR TONGA DEVELOPMENT BANK (TDB) GROUP

The Tonga Development Bank Group vision for delivery of banking services is aimed to be recognized as Tonga’s outstanding provider of banking finance which employs prudent banking principles to meet customer needs, demonstrates integrity and operates profitably. To help achieve this aim, the Board of Directors of the Tonga Development Bank Group seeks to appoint a Chief Executive Officer to drive the vision of Tonga’s Only Bank.

The Chief Executive Officer reports to the TDB Group Board of Directors and is responsible to the Board for the overall leadership, direction, management and development of the Bank in accordance with the TDB Governance Framework.

Applications are welcomed from individuals who possess outstanding strategic thinking capacity, demonstrated leadership capability, outstanding banking experience and superior management skills. The CEO role is particularly suited to individuals who are commercially focused, skilled in supporting innovation and providing direction to substantial change management initiatives at the policy, systems and process levels.

The role will work closely with the Chair and Board of Directors in defining and developing major organizational reforms aimed at optimizing the return on Bank’s investment in services and programs. High orders of communication, negotiation and influencing skills are essential, as is a demonstrated track record of effective resource management.

Essential skills required of the advertised CEO roles will be to:

  • Provide the Board of Directors with high quality policy and program development advice
  • Drive strategic planning and resource management accountabilities
  • Provide executive direction to professional, technical and operational teams
  • Identify improvement in service delivery and efficiencies in cost of government
  • Lead implementation of organization & system changes to improve productivity
  • Demonstrate professional and ethical standards collaboration with TDB Board of Directors, Ministry of Finance, Shareholders and stakeholders to ensure high standards of communication and customer service
  • Intellectual capacity, high level of integrity and performance focused

Term of appointment: Contract term of up 3 years and renewal for further 1 year based on achieving annual performance target (KPI).

Remuneration: An attractive remuneration package commensurate with qualifications and experience of the successful candidate.

Accountabilities: The Chief Executive Officer is responsible to the TDB Group Board of Directors for implementing Bank policies and decisions, and for managing the administrative, operational and broader functions and activities of the TDB.

Experience and Qualification

  • Tertiary educational qualification relevant to the position and proven track record of operational management experience in senior leadership with over 10 years in a management position in a Commercial Bank or in a comparable organization, proven high performance delivery in policy, strategy, program administration, staff supervision and performance management in the relevant field.
  • Essential skills of the CEO position along with proven commercial banking and financial skills and being IT literate will be advantageous.

2. Group Chief Finance Officer

Applications are invited from suitably qualified candidates for the post of Group Chief Finance Officer (GCFO) at Tonga Development Bank Group’s, Head Office, Nuku’alofa. The Bank is looking for a professional who will lead a dynamic Finance and Accounting Team in providing development and commercial banking services to the people of Tonga. This position reports directly to TDB Group’s Chief Executive Officer and work closely with the Board of Directors.

Job purpose To plan, organise, direct and monitor the daily operations of the Accounting, Finance, Investment, Budgets and Back Office areas of the Group. This includes developing and training team members to strengthen required competencies and results.

The post is an Executive position and is responsible for the overall management of TDB Group’s Financial Accounting, Management Accounting, Costing Accounting and Accounting Software costing.

Key Skills required for the post of Group Chief Finance Officer: The successful applicant should Demonstrate professional and ethical standards collaboration with TDB Board of Directors, Ministry of Finance, Shareholders and stakeholders to ensure high standards of communication and customer service

Qualifications The applicant must have a recognised academic qualification from a recognised tertiary institution in Business Financial Management, Accounting, or relevant fields with more than 5 years of working experiences in financial institutions. Must be a Chartered Accountant or holds a CPA membership in recognised professional accounting bodies with at least 5 years’ experience in Technical and Professional skills in Finance and Banking environment. Must have been in a senior role of a recognised financial institute.

3. Chief Risk Officer (CRO)

The Tonga Development Bank Group is currently seeking a Chief Risk Officer to join our Executive Team. This is a rare opportunity to lead the development and implementation of the organisation’s overall risk and compliance frameworks.

This position reports directly to TDB Group’s Board of Directors.

Job purpose: To lead, plan, organise and monitor the operation of the Governance, Risk and Compliance from internal and external business environment at a Bank wide level.

The post is an Executive position and is responsible for:

  1. Providing overall leadership, vision and direction of risk management, compliance and governance
  2. Effectively develop, lead and implement integrated enterprise risk management framework for all aspects of the risks across TDB.
  3. Establish control framework and is responsible for the Banks compliance with regulatory requirements both local and international, and standards as applicable to the Group networks.
  4. Develop and Communicate risk policies and processes to all level in the Bank including quantification of the Bank’s risk appetite through specific risk limits.
  5. Providing accurate and timely information on the risk areas of the Bank’s with respective actions be taken to mitigate the risk. 6) Timely and accurate reporting to statutory bodies and to management and the Board of Directors on progress and results of the Bank’s activities.

Key Skills required for the post of Chief Risk Officer

  • The role requires strong technical capability and strategic mindset providing expert advice to the Board while ensuring the organisation maintains the highest standards of governance, integrity and performance.
  • Expert knowledge of Risk Management and governance frameworks
  • Deep understanding of risk management principles, regulatory compliance, and a strong analytical and communication skills.

Qualifications: The minimum qualification is a tertiary qualification in Finance, Business or related fields with more than 5 years of working experiences in a senior position in a financial institution and a member of a recognised professional Accounting Body.
