Background

The Tonga Courts have initiated a new project ‘Enhancing Court Implementation of the Family Protection Act 2013’ aimed at strengthening Court services for vulnerable court users and providing greater access to family protection orders and court services especially in remote areas and outer islands..

Working together with government, police, and civil society justice over the coming 12-18 months the Tonga Courts will work to:

  • Establish an out-of-hours and remote (telephone) based Family Protection Order process in the Magistrates Court accessible via a toll-free national hotline.
  • Establish Court outreach and public information activities, resources and distribution, focused on family protection and common family law issues.
  • Establish private waiting area in each Magistrate Court house and Supreme Court for family/sexual violence complainants and other vulnerable court users.
  • Strengthen collaboration between Courts and Police especially regarding service of protection orders, response to calls for help regarding family violence.

The project is supported by the Families Free of Violence (FFOV) project as well as the Pacific Justice Sector Programme and will run for 12-18 months.

Position Description

The Ministry of Justice seeks to recruit a full-time experienced project manager to support coordination and implementation of the Project.

The position will be a fixed-term contract initially for an initial 12 months (with a three-month probationary period) commencing in mid-February 2025. The position will be based in the Tonga Court Complex in Nuku’alofa and supervised by members of the Project Court Working Group, with a particular supervisor to be identified from the Working Group.

Key duties of the role are:

  • To support a consultation process with court stakeholders and external stakeholders and then develop a detailed workplan for the project.
  • To coordinate internal court consultation processes and necessary inputs from the Working Group, Lord Chief Justice, Magistrates, Registrar and court staff for all four sub-projects.
  • To regularly liaise and coordinate with external stakeholders regarding implementation of the project: Ministry of Justice, FFOV, PJSP, FPLAC/WCCC, police and others. 
  • To work to ensure all 4 sub-projects are delivered efficiently according to planned timeframes.
  • To liaise with FFOV regarding procurement needs for the project.
  • To coordinate development of  M&E indicators for the project and to regularly obtain the relevant data to report against the indicators from relevant court actors.
  • To undertake reporting for the project to FFOV/PJSP (quarterly) including case studies/impact qualitative and quantitative reporting.
  • To maintain oversight and accountability for project expenditure.
  • To maintain oversight of quality control for all sub-project inputs from court actors and external providers.

Salary 12 months:

TOP$35,00- 42,000 p.a

Qualifications and experience

  • Bachelor degree or diploma, law or justice-related desirable.
  • Minimum 5 years post university work experience.
  • Previous experience managing a complex multi-year project involving multiple partners and donors.
  • Previous experience working in the Tonga justice sector.
  • Previous experience in developing program documents and workplans and undertaking donor liaison, managing and monitoring budgets, developing and undertaking monitoring and evaluation activities and providing timely high-quality reports.
  • Excellent verbal and written communication skills in Tongan and fluent English.

Salary range

Salary per annum will be in the range of TOP$35,000-42,000. depending on qualifications and experience.
