Stop the bleeding first

The cost-cutting or cost-saving measures that I am suggesting is not about improving the economic life of the Kingdom. I believe that at this stage we should try to "stop the bleeding first" until such time the economy recovers enough to get us back to normal operation. Mafi 'o Amerika Samoa.
