Stop the bleeding first

The cost-cutting or cost-saving measures that I am suggesting is not about improving the economic life of the Kingdom. I believe that at this stage we should try to "stop the bleeding first" until such time the economy recovers enough to get us back to normal operation. – Mafi 'o Amerika Samoa.
