The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for Supervision Assistance associated with the planned upgrade of the Tonga Marine Coastal Watch Radio Network.

The Consultant will provide supervision and technical assistance, for the implementation of the Tonga Marine Coastal Watch Radio Network. To work in close collaboration with team members and project stakeholders in providing technical input with particular attention to: Provide technical input during; procurement of goods and services, supervision on installation and testing and commissioning of equipment.

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).

The Shortlisting criteria are: Required qualifications, skills and experience

  1. Radio technical/operational qualifications at degree, diploma or certificate level with at least five (5) years of applied experience in telecommunication networks and systems, including previous hands-on experience implementing emergency communications systems using the latest generation HF and VHF land mobile equipment.
  2. Knowledge and experience in both digital and analogue networks, covering both telecommunications systems and signal transmission technology experience in implementing and commissioning communications systems for maritime and disaster management purposes, including training and the development of technician and non-specialist staff
  3. Excellent communication and interpersonal skills, including English speaking skills and excellent English writing skills
  4. Understanding the cultures and traditions of Pacific Island Countries, and ability to work within local social and cultural settings. Previous working experience in Tonga and/or the Pacific is highly desirable. Understanding the challenges faced working in remote Pacific Islands Countries and the issues that need to be addressed.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing Borrowers” July 2016 revised November 2017, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
