I fully understand the democratic system where one is presumed innocent until proven guilty. However, it is no difference from telling a criminal, "you have been found guilty . . . but while your appeal is pending, we are promoting you . . ." This is most embarrassing coming from a country that brags of having the most educated population per capita in the Pacific if not in the world. When will we ever learn? Mafi 'o Amerika Samoa.
