Health Specialist (National) for Developing a Youth Health, Well-being, and Resilience Strategy
Terms of Reference
1. Background
Youth health, well-being, and resilience are critical components of a society’s overall health and future stability. Youth in Tonga face a range of challenges, including health issues, substance abuse, unemployment, and lack of access to health services. Developing a comprehensive strategy that addresses these issues is essential to ensuring that young people can thrive and contribute positively to society.
2. Objective
A Health Specialist will be engaged to assist in developing a comprehensive Youth Health, Well-being, and Resilience Strategy that addresses the needs and challenges of young people in Tonga. The specialist will contribute to the health-focused aspects of the Youth Health, Well-being, and Resilience Strategy and assist in coordination work on the ground. This involves designing health interventions, and ensuring that health services and policies within the strategy are evidence-based, culturally sensitive, and responsive.
3. Scope of Work
The Health Specialist will assist the Youth Development Specialist in drafting the Youth Health, Well- being, and Resilience Strategy. The assignment will include the following key tasks:

5. Duration and Timeline
The assignment is expected to require 2 person-months intermittent from December 2024 until April 2025. The final strategy document should be completed by April 2025.
6. Required Qualifications and Experience
The consultant should have a degree in Public Health, Medicine, Health Policy, or a related field. Proven experience in developing health strategies, particularly those focused on youth and experience working in multidisciplinary teams and preferably collaborating with experts in youth development, social work, and policy. The consultant should also preferably have expertise in public health research, data analysis, and health program design. The consultant should be based in Tonga.
7. Reporting
The consultant will report to ADB assigned officers and the focal persons from the Youth Division of the Ministry of Internal Affairs and Public Health Division of the Ministry of Health.
