1. Project Engineer

Project Title: Tonga Safe and Resilient Schools Project (TSRSP)
Grant No: IDA-927-TO

The Ministry of Education and Training (MET) have received financing from the World Bank toward the cost of the Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the establishment of a Project Engineer to mainly support activities under Component 1. Under Component 1.1. There are two separate consultancies for the design and supervision of school building and facilities under TSRSP to improve school building safety and longevity. It is anticipated that this position will commence as soon as possible for an initial twelve (12) months with the possibility of extension based on satisfactory performance and the needs of the project. The Consultant will be working closely with the divisions within MET to complete the assignment. The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:

  1. Cover letter stating your interest and responding to the selection criteria (maximum 3 pages);
  2. Resume to demonstrate that you meet the minimum requirements (maximum 5 pages);
  3. Supporting Documents (Certificates, Transcripts, Birth Certificate, Reference Letter(2) etc.).

The criteria for selecting the Consultants are provided in detail in the TOR but not limited to:

  1. At least Bachelor’s degree in Civil/Structural Engineering or equivalent from a recognized university.
  2. Chartered member of a known Engineering Professional Association.
  3. At least 8 years of work experience in building design and construction supervision works.
  4. Structural engineering design experience of buildings, specifically timber and masonry type buildings, including the investigation of both new and existing building.
  5. Demonstrated ability to coordinate and oversight construction activities.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations.

A firm is eligible to nominate an individual and, under such a situation, only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be considered. The firm, if proposing an individual, must specify whether the contract will be signed with the firm or the proposed individual.

A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours, 8:30am to 4:30pm.

  1. Minimum Education: Diploma in Engineering or an equivalent field. Applicants who do not have a Diploma but is able to demonstrate a minimum of 5 years’ experience operating in similar positions will also be considered for this position.
  2. Minimum Years of Relevant Experience: 2.
  3. The Consultant must have the knowledge of using at least auto-CAD software or other similar design software of equivalent.
  4. Knowledge and understanding of the Design and Construction industry for infrastructure.
  5. Knowledge and understanding of Construction supervision and management for infrastructure.
