Detailed Engineering Design Services for the Rehabilitation and Strengthening of Vulnerable Infrastructure.

The Government of Tonga (GoT) has received financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project II and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is to: study seven (7) pre-identified locations across the Kingdom of Tonga where the road infrastructure assets have severely deteriorated; determine the key factors that contributed to deterioration of these assets, and; develop detailed design to restore the asset’s functionality and prevent further deterioration in the face of foreseeable impacts. Detailed design will therefore focus on strengthening road infrastructure assets in Vava’u and Ha’apai that have been identified as vulnerable. The condition of the existing assets is typically deteriorated, as the result of multiple factors, including climate change, natural disasters, sea erosion, inadequate maintenance, initial design, increased traffic, workmanship and materials. It is anticipated that the implementation of engineering design aspects will start immediately, with the duration of the assignment being 7 months.

The Ministry of Infrastructure (MOI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Minimum requirement (pass/fail):

  • At least 10 years’ experience as a consulting firm undertaking roads/highways/bridges engineering designs .
  • At least 1 similar assignment in the last 5 years, with detailed description of the services.

Demonstrated experience in the Pacific Region, small island environment or developing country 10

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
