REQUEST FOR EXPRESSION OF INTEREST:

INDIVIDUAL CONSULTING SERVICES

The Ministry of Education and Training has received financing from the World Bank toward the cost of Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

Recruitment of Asset Technical Officer #1

  1. Qualification in Architectural Technology, Engineering or related fields.
  2. Relevant experience in the field of Maintenance and Construction in infrastructure projects
  3. Demonstrated experience in developing countries and similar assignments in the region, particularly working in Tonga.
  4. Demonstrated ability to train and build capacity of others in the team
  5. Knowledge and understanding of the Design, Construction and Management of Building Infrastructure. Must have general knowledge of Tonga Building Code, Tonga legislation associated with infrastructure construction
  6. Software & Computer skills: Skill in any recognized Plan, Estimate and Design software in addition of ability to effectively use email and Microsoft Office applications (Word, Excel, PowerPoint, Outlook). The Consultant must have the knowledge of using at least auto-CAD software or other similar design software of equivalent.
  7. Fluency in English and demonstrated ability to be able to write and present succinct reports which clearly articulate identified issues.
  8. Health and Safety: Knowledge in occupational health and safety in design as well as in construction sites including stop works notices if required
  9. Completion of the World Bank or any professional training modules related to FM, CM & Procurement.
  10.  Any other relevant areas of expertise

Recruitment of Asset Technical Officer #2

Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:

  1. Cover letter stating your interest and responding to the selection criteria (maximum 2 pages)
  2. Resume and Supporting Documents to demonstrate that you meet the minimum The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
