• Engineering Manager

A. Responsibility

Tonga Water Board (TWB) is seeking a highly qualified and experienced leader with strong managerial competence. The Engineering Manager reports directly to the Chief Executive Officer and is responsible for leading and managing all engineering planning & operations of Tonga Water Board. The role ensures the strategic, technical, and operational performance of TWB’s water supply systems across all service centres. This senior leadership role is also critical to the continuous safe and reliable delivery of potable water to the people of Tonga.

B. Principal Duties

  1. Strategic Operations Management.
    Provide leadership and direction to ensure efficient operation of all water production, treatment, and distribution facilities, ensuring systems remain robust and capable of meeting current and future water demand.
  1. Water Supply Reliability.
    Ensure continuous, safe, and reliable 24/7 potable water supply across all TWB service areas through proactive planning, operational optimization, and risk mitigation.
  1. Network Operation & Asset Management.
    Oversee the effective operation, maintenance, and performance of the entire water supply network—including pumps, flow meters, borefields, reservoirs, pipelines, and renewable energy systems—ensuring best practice asset management and preventative maintenance programs.
  1. Incident & Interruption Management.
    Lead and coordinate timely responses to water supply interruptions, failures, and emergencies, ensuring rapid restoration of services and effective communication with the CEO, stakeholders, and customers.
  1. Water Quality Assurance & Compliance.
    Ensure that TWB water quality consistently meets the WHO Drinking Water Quality Guidelines – Fourth Edition.
  1. Customer Service & Issue Resolution.
    Ensure engineering-related customer complaints are investigated and resolved professionally, accurately, and within required timeframes.
  1. Project Leadership & Delivery.
    Manage TWB-funded projects and represent TWB in donor-funded and Government-funded water infrastructure projects.
  1. Regulatory, Safety & Policy Compliance.
    Ensure all engineering activities comply with relevant laws, environmental requirements, and safety standards.
  1. Team Leadership & Capacity Development.
    Lead, supervise, and mentor engineering staff, promoting high performance and continuous improvement.
  1. Reporting, Planning & Technical Advice.
    Provide timely engineering reports, assessments, and recommendations to the CEO.
  1. Management Duties.
    Participate in management meetings, provide technical updates, support leadership in decision-making and planning, and ensure engineering operations align with organisational goals through effective cross-department communication.
  1. Strategic Initiatives.
    Undertake specific projects or initiatives as directed by the CEO to address emerging priorities or institutional needs.
  1. Safeguarding and Ethical Standards.
    Commitment to ethical conduct, zero corruption, safeguarding and compliance with TWB Corporate Policies.
  1. Other Duties.
    Perform additional responsibilities as assigned by the CEO.

C. Qualifications and Experience

  • Bachelor’s Degree in Civil Engineering, Environmental Engineering, or a relevant field. Preferably a registered or chartered engineer.
  • Minimum of 5 years proven managerial experience in water utilities or infrastructure.
  • Demonstrated experience in water distribution systems, conveyance systems, groundwater resources, and water conservation.
  • Strong leadership, decision-making, and communication skills.
  • Previous experience with island or rural water systems will be an advantage.
  • Demonstrate experience in managing multi-site operation.

D. Remuneration

Band E – Based on qualifications and experience.
