Full House at Hu'atolitoli: no more room for criminals and mentally ill

The current overcrowding of the Hu’atolitoli Prison and its psychiatric facility is a major concern for Tonga’s Prison Commissioner, Semisi Tapueluelu, the psychiatrist Mapa Puloka, and the courts.
