Five (5) Chief Executive Officer (CEO) Positions

The Government of Tonga’s strategic vision for the future delivery of public services is aimed at streamlining its organizational platform to better deliver more efficient and effective public services for the people of Tonga. To help achieve this aim, the Government of Tonga seeks to appoint the following:

  1. Chief Secretary and Secretary to Cabinet for the Prime Minister’s Office

  2. Chief Executive Officer for the Office of the Public Service Commission

  3. Solicitor General for the Attorney General’s Office

  4. Chief Executive Officer for the Ministry of Education and Training

  5. Government Statistician for the Statistics Department

Applications are welcomed from individuals who possess outstanding strategic thinking capacity, demonstrated leadership capability and superior management skills. Government CEOs are integral in supporting a productive and sustainable Public Service as Tonga continues its path towards constitutional reform. The CEO role is particularly suited to individuals who are commercially focused, skilled in supporting innovation and providing direction to substantial change management initiatives at the policy, systems and process levels.

The role will work closely with their responsible Ministers and central agencies, not only as Chief Executive Officer, but also in defining and developing major organizational reforms aimed at optimizing the return on Government’s investment in services and programs. High orders of communication, negotiation and influencing skills are essential, as is a demonstrated track record of effective resource management.

Essential skills required of the advertised CEO roles will be to:

  • Provide the Minister/ Attorney General with high quality policy and program development advice
  • Drive strategic planning and resource management accountabilities
  • Provide executive direction to professional, technical, and operational teams
  • Identify improvements in service delivery and efficiencies in cost to government
  • Lead implementation of organizational & system changes to improve productivity
  • Model cross-Ministry and whole of government collaboration to ensure high standards of communication and customer service.

Term of appointment: Contract term of up to four (4) years.

Remuneration: Based on the Government of Tonga, CEO Remuneration package.

1. Chief Secretary and Secretary to Cabinet

Job Reference: Chief Secretary and Secretary to Cabinet

The Prime Minister's Office is a centre of Government institution and its focus is on overall policy direction, national leadership and governance. Therefore, the functions of the Prime Minister's Office are as follows;

  • Provide leadership and direction in whole of Government policy development and facilitate implementation of Government priorities and programs.
  • Provide executive support to the Prime Minister and Cabinet to ensure effective operation of Cabinet and clear communication of Government decisions, policies, commitments and initiatives.
  • Advise on strategy and planning to support the Prime Minister in the leadership of Government.
  • Provide policy advice support to the Prime Minister
  • Account publicly for what Government does.

Accountabilities

The Chief Secretary and Secretary to Cabinet is responsible to the Prime Minister for implementing government policies and decisions, and for managing the administrative, operational and broader functions and activities of the Prime Minister's Office. The role will also be responsible to the Public Service Commission for implementing government policies and decisions and for developing and leading programs to continually improve the effectiveness and efficiency of service delivery outcomes. To comply with the Accountability and Functions of CEOs as outlined in Sections 13A and 13B of the Public Service Act 2010 (as amended).

Specifically, the purpose of the role is to:

  • Drive a strong focus on policy evaluation and coordination and the development of integrated policy platforms for government
  • Provide high quality strategic advice to the Prime Minister and Cabinet with respect to governance arrangements and ongoing management and effectiveness of the Service as a whole.
  • Ensure that the integrity of Cabinet processes and related machinery of government implementation
  • Deliver strategic planning and resource management accountabilities
  • Provide executive direction and development to professional, technical and operational teams
  • Identify and deliver improvements in service delivery and efficiencies in cost to government
  • Model cross-Ministry and whole of government collaboration to ensure high standards of public administration and service delivery
  • Ensure compliance of the Office with its regulatory obligations

2. CEO for the Office of the Public Service Commission

Job Reference: CEO PSC Office

The Public Service Commission was established to act as the adviser to Government on the management of the Public Service and to develop and set guidelines, frameworks, policies and standards to ensure that the Service operates in a transparent, consistent and robust manner. In doing this, the PSC Office provides advice to all line Ministries/Agencies under the Public Service Commission. It provides leadership in the strategic management of the public service workforce oversight and evaluation of a continuing process of public service reform within the Kingdom.

Accountabilities

The Chief Executive Officer (CEO) is responsible to the Chairman of the Commission for implementing Commission policies and decisions, and for managing the administrative, operational and broader functions and activities of the Office of the Public Service Commission. The role will also be responsible to the Public Service Commission for developing and leading programs to continually improve the effectiveness and efficiency of service delivery outcomes and to comply with the Accountability and Functions of CEOs as outlined in Sections 13A and 13B of the Public Service Act 2010 (as amended).

Specifically, the purpose of the role is to:

  • Provide executive direction to professional and administrative staff in delivery of a broad range of whole of government programs and services, ensuring development of a strong client centred focus.
  • Provide appropriate strategic policy advice to the Commissioners, Ministers and CEOs across the Public Service
  • Lead establishment and implementation of effective frameworks and systems to underpin development of workforce capability.

3. Solicitor General

Job Reference: Solicitor General

The Office of the Attorney General supports and ensures the constitutional integrity and governance, legislative and statutory efficacy and the appropriateness of government's legal dealings. The Office of the Attorney General delivers a number of whole of Government programs on behalf of Government, including:

  • Legislative Drafting
  • Legislative Review
  • Legal Advice to Government
  • Public Prosecutions
  • Litigation
  • Practice Management

Accountabilities

The Solicitor General is responsible to the Attorney General for ensuring effective and appropriate governance across Tonga’s legislative and legal frameworks, and subject to the Attorney General’s instructions for providing Government with high quality legal advice and representation on all matters of law, either existing or emergent. In addition, the incumbent will assume responsibility as Chief Executive Officer (CEO) for the Attorney General's Office including managing the administrative, operational and broader functions and activities of the Office.

Specifically, the purpose of the role is to subject to the Attorney General’s instructions:

  • provide executive direction and professional leadership to professional and administrative staff in delivery of a full range of legal services for and on behalf of Government
  • provide appropriate expert legal interpretation and advice to the Attorney General, Cabinet, individual Ministers and CEOs across the Tonga Public Service
  • ensure the integrity and clarity of primary and subordinate legislation and quality and professionalism of staff providing interpretive advice.
  • Ensure all cases are represented in a highly professional manner

4. CEO for Education and Training Job Reference: CEO Education and Training

The Ministry of Education and Training functions are:

  • To ensure the Kingdom of Tonga is provided with skilled and competent manpower needed for sustainable development;
  • To provide policy advice to the Government on primary, secondary and post-secondary education as well as future directions to meet challenges of the 21st Century;
  • To ensure the effective, efficient, equitable and sustainable implementation of the Education Act and other Government policies.

Accountabilities

The Chief Executive Officer is responsible to the Minister for Education and Training for implementing government policies and decisions, and for managing the administrative, operational and broader functions and activities of the Ministry.

Specifically, the purpose of the role is to:

  • ensure the provision of high-quality education for Universal Basic Education (4 -18yrs)
  • improve the quality of higher education inclusive of technical and vocational education and training (TVET) (Post Basic Education)
  • continue to support a strong and sustainable Tongan Culture and Language
  • provide high quality policy advice to the Minister on education and training issues
  • ensure compliance of the Ministry with its regulatory obligations

5. Government Statistician

Job Reference: Government Statistician

The Statistics Department is governed by the Statistics Act No. 07 of 2015. The Statistics Department is the central statistical authority for the Government in which its main purpose is to develop and integrate a comprehensive statistical information system to serve the needs of economic, social, developing, planning and management of the Kingdom.

Accountabilities

The Government Statistician is responsible to the Prime Minister of Tonga for implementing the Statistics Act. As a Government Statistician, its main purpose is to ensure that the Statistics Department develops a comprehensive statistical information system to serve the needs of economic, social developing, planning and management of the Kingdom. To also comply with the Accountability and functions of CEOS as outlined in Section 13A and 13B of the Public Service Act 2010 (as amended).

Specifically, the purpose of the role is to:

  • Ensure that high quality statistics are provided on a timely basis to aid evidence-based decision making
  • Provide advice and enhance capacity support to organisations/ agencies in relation to collection and compilation of data
  • Provide advice and assistance to Government Ministries in relation to Statistics

Experience and Qualifications

  • Relevant postgraduate (Level 8 TNQAB framework: postgraduate (postgraduate Diploma/BA with honours + 10) (MA + 6) (PHD + 4) qualification + considerable senior leadership experience
  • Relevant degree + considerable senior leadership experience in complex organisations, preferably in Government or regional or international agencies
  • Current TPS employee with 10 years’ experience in a similar role (meeting other core competency and experience requirements specified in the job description + PMS scores of 3 or above for the past 2 consecutive years).
