The Government of Tonga has secured financing from the World Bank toward the cost of the Tonga Climate Resilient Transport Project (TCRTP). The Project development objective is to “improve the resilience of the transport sector in the Recipient’s territory, and in the event of an Eligible Crisis or Emergency, to provide immediate response in such Eligible Crisis or Emergency”.

The Ministry of Infrastructure is the Implementing Agency for the TCRTP and is responsible for the achievement of the Project Development Objective and the implementing of works and securing services and goods in order to effectively and efficiently implement the Project.

The Ministry of Infrastructure on behalf of the Government of Tonga intends to apply part of the proceeds to contracting of staff for the Project Support Team (PST). The PST is part of the operational structure of the Ministry and is responsible for the implementation of the Project’s plans and activities and reporting to the Ministry.

The TCRTP now seeks services of a Safeguard Officer to assist in managing environmental, social, health and safety (ESHS) risks and implementing the Project’s Environmental and Social Impact Assessments and Management Plans, for the envisaged road, port and runway rehabilitation works respectively. The Officer will ensure the project complies with the World Bank’s safeguard policies and the Tongan environmental, social and land laws, regulations, and procedures related to TCRTP.

The TCRTP now invites eligible consultants (“Consultants”) to indicate their interest in providing the Service. Interested Consultants should provide information (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services and list of 3 referees with contact details.

The evaluation criteria are but not limited to:

  1. Hold a degree or higher in either natural science, environmental science/management, sociology, social impact assessment, environmental engineering, environmental planning, civil engineering, or similar disciplines from a recognized university or academic institution.
  2. At least 3 years of work experience on either development, construction or infrastructure projects.
  3. Have a good understanding of environmental management legislation and requirements in Tonga.
  4. Demonstrated experience in the assessment of ESHS risks and impacts and in the compliance monitoring of ESHS requirements on construction activities.
  5. High-level skills in oral and written English and Tongan communication and in delivering of training and workshops activities.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations on link http://procurement.gov.ge/getattachment/ELibrary/Manuals/4005Procurement-Regulations_Final-for-publishing.pdf.aspx.

A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be considered. The firm, if proposing an individual must specify whether the contract would be signed with the firm or the proposed individual.

A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations.
