REQUEST FOR EXPRESSION OF INTEREST 

INDIVIDUAL CONSULTANT 

Safeguards Specialist 

Pacific Resilience Program (PREP) Tonga

The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for Safeguards Specialist. 

The Consultant service (“the Services”) includes support the Project Management Unit (PMU) to implement the safeguard aspects of the project. This is to ensure compliance with the World Bank’s triggered safeguard policies and the Tongan environmental, social and land laws, regulations and procedures related to Tonga Pacific Resilience Project. 

This is a part time position for 18 months and the Consultant is expected to provide 2 days per week working days. 

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The Shortlisting criteria are: 

  1. Graduate degree in either natural science, environmental science/management, sociology, anthropology, social impact assessment or a related field.
  2. At least five years of work experience, including environmental impact assessment and an understanding of social impact assessment.
  3. Have a good understanding of environmental management legislations and requirements in Tonga.
  4. Prior work experience in World Bank/internationally-funded projects will be an advantage.
  5. Have strong willingness and capability to travel to the outer islands, as required.
  6. Computer literate in MS Word and Excel. Additional computer skills would be an advantage. 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Consultant Guidelines – Section V.
