MOWING SERVICES FOR TONGA POWER LIMITED

CONDITIONS OF BID
1) Summary of Services
a) The required mowing frequency and timeframes are specified within the Conditions of Bid.
b) Areas are needed to keep;
Area of Service
- 2.25MW Wind Farm at Lapaha – The Wind Power facility includes a three separate wind Turbines connected to a common control room.
All areas to be mowed must comply with the following:
- The perimeter areas surrounding the wind turbines shall be maintained in a clean and tidy condition. The fenced areas around the wind turbines transformer shall also be kept clean and free of overgrown vegetation. In addition, the control room (building located at the front of the site) shall be maintained in a clean and orderly condition.
- Access roads to the wind turbines shall be kept clear and accessible at all times through mowing, ploughing, or roadside spraying to prevent overgrown grass and vegetation encroaching onto the roadway.
- In areas where spraying is undertaken, all dead grass and vegetation resulting from the spraying shall be cleared and properly removed to maintain site cleanliness and reduce potential fire hazards.
- No grass cuttings are to be left on the area
- Any litter that is mowed must be removed.
2) Duration of the Services
- 8 months from commencement
3) Closing Time
- The period for the receipt of bids will run until 4:00pm on 25th May, 2026. (The deadline for bids submission).
4) Requirement for Valid Bid;
- To be considered valid, a bid must:
- Include a duly completed BID DECLARATION FORM including copies of TWO VALID FORMS OF IDENTIFICATION (e.g. Passport, National ID, Driver’s License)
- Include a duly completed BIDDING SCHEDULE
- Be submitted in accordance with these CONDITIONS OF BID.
Bids failing to comply with any of these conditions will be rejected
5) Lodgement of Bids
- MUST be enclosed in a sealed envelope marked “APPLICATION” addressed to CEO, Tonga Power Limited, Nukualofa, Tonga.
- MUST be clearly labelled “Bid for Mowing Services”.
6) Late Bids
- a) Any bid received after the Closing Date will not be considered by TPL
- Any Bid which does not comply with the requirements in conditions of bid may be rejected.
7) Costs
- The bidder acknowledges and accepts that it bears all of its own costs and expenses in preparation of the bid.
- TPL is not responsible for any cost may be incurred in the preparation of bid.
8) Bid Conduct Bidders must not:
- Engage in any form of collusive tendering.
- Lobby TPL's employees.
- Offer gifts or personal benefits to TPL's employees.
9) Withdrawal of Bid
- Bid cannot withdraw their tender offer prior to the expiration of thirty (30) days from the Closing Date.
10) Acceptance of Bid
- Bids shall be open to acceptance by TPL for a minimum period of thirty (30) days from the closing date.
- TPL is not bound to accept any tender, including the lowest tender.
- TPL reserves the right, at its sole discretion, to accept or reject any bid, including the lowest bid. Only the successful bidder will be notified by Tonga Power Limited of the acceptance of their bid.
- Once a bid is accepted by TPL in accordance with Bid documents together with the written acceptance of the bid constitute a legally binding agreement between TPL and the successful bidder and the successful bidder agrees to so bound.
- Sub-contracting of this service is prohibited
- Successful bidder will liable to all costs such as damages, injuries or public liability insurance.
11) Evaluation Criteria
All Bids will assess based on the following criteria:
- The resources of the bidder including technical, managerial, physical and financial resources;
- The proposed methodology
- Understanding of the task
- The price, which represents the best value for money
- Bidder past experience and performance history including: time management, standard of work, the time for completion and quality assurance.
- Inspection of Equipment
12) Further Information
TPL, in its absolute discretion, may require the bidder to demonstrate the rationale for how prices are set including, but not limited to:
- Requesting the bidder to provide documents in support; and
- Inviting the bidder to discuss with how the prices have been built up.

- The bidder agrees to be bound by the terms and conditions of the bidding documents, including the Conditions of Bid and contract agreement; and
- The services which are the subject of this bid as follows: The mowing of sites is at the Wind Farm in Lapaha
- The contents of this bid as submitted by the bidder are true, accurate and correct in all respects; and
- We agree that in the event that the bidding is accepted the bidder will deemed to have entered into legally binding relationship with Tonga Power Limited for the provision of services in accordance with the contract agreement.
