About the Project – The Tonga Hawaiki Branch System Project (the Project) will see the construction of an undersea telecommunications cable approximately 400 kilometres in length from the island of Vava’u, Tonga, to a branching unit on the Hawaiki trunk system. The Government of Australia, through Australian Infrastructure Financing Facility for the Pacific (AIFFP) and the Government of New Zealand through the Ministry of Foreign Affairs and Trade (NZ MFAT) will provide grant financing to the Government of Tonga (Recipient) and Tonga Cable Limited (Proponent) for the Project.

Palladiums Role

Palladium have established a Project Co-ordination Facility (PCF) that works under the direction of the Chief Executive Officer TCL and AIFFP, and with the project’s direct stakeholders in the Government of Tonga, TCL and Hawaiki – to support coordination, oversight and provision of required inputs and services to assist TCL’s Project Management Unit in delivering the Project.

Purpose of Position

  • Based in the Tonga Cable Office at Vuna Road, Sopu Nuku’alofa, the Finance and Administration Officer role is to assist the TCL Executive and the PCF with Project finance and related commercial and administrative support including grants and milestone payment management.

Primary Responsibilities

  • With guidance and support from the Project Co-ordination Facility Team Leader and Project Manager, the Finance and Administration Coordinator will:
    • Support due diligence and processing of valid payment claims under the project agreements and related financial reporting
    • Support TCL &/or PCF procurement activities consistent with process informed by the Public Enterprise Act.
    • Support TCL operating costs data capture and reporting and instructed financial management functions
    • Provide logistics support to TCL and PCF.
    • Co-Ordinate meeting schedules.
    • Support TCL’s Document Control Processes.
    • Provide support to TCL and PCF in maintaining the Request for Information (RFI) schedule.
    • Support financial inputs as required for TCL Business Plan development and pricing structures.
    • Support data capture and management to inform Monitoring, Evaluation and Learning (MEL) functions including cross cutting metrics for workforce, local content and GEDSI metrics (to MEL Specialist).
    • Support monitoring and reporting of Community Health & Safety incidents or non-compliances as well as community grievances for the THBS project.
    • Support TCL to manage compliance with respective partner entities and ministries, in accordance with the Grant Agreement provisions with the Australian Government.
    • Support TCL engagement with the Project Coordination Facility (PCF) to progress the Project in accordance with the Grant Agreement, Project Agreement and Project Administration Manual.
    • Support monitoring of safeguarding activities by civil contractors on Vava’u as defined in the approved ESMP (to Safeguarding Specialist) – includes some oversight of construction safety (to WHS Specialist).
    • Facilitate TCL input to the THBS project risk register and master program.
    • Facilitate stakeholder engagement and communication activities related to the project.
    • Other duties as required.

Reporting Requirements

The Finance/Administration Officer will:

  • Supported by the PCF Team Leader and Project Manager, report to the TCL Executive.
  • Maintain frequent contact with PCF Team Leader, PCF Project Manager and TCL Finance Manager and TCL Engineering Manager.
  • Provide inputs into the development and submission of all finance reporting and administration deliverables.

Required Education and Experience

  • 5+ years relevant work broad experience in a project-based finance and administration roles, likely to have been gained in the Infrastructure and/or Development sectors.
  • Experience working with donors and governments in Tonga.
  • Excellent written and verbal communications skills in the English language
  • Tertiary qualifications in either accounting, finance, economics, business administration or Project Management while not essential, would be highly considered.
  • Fluent written and verbal in Tongan and English languages.
