1. The Government of Tonga has received 1 financing from the Asian Development Bank (ADB) toward the cost of Tonga Integrated Urban Development Sector Project. Part of this financing will be used for payments under the Contract 2 named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Lands and Natural Resources (“the Employer”) invites sealed bids from eligible Bidders for the operation and maintenance, and Minor Works of Tapuhia Wastewater Treatment Plant (WWTP) diagnosis, repair and upgrade 3 (“the O&M Services”). The WWTP is located on Tapuhia landfill site, in Tongatapu, Kingdom of Tonga. It is a biological process plant with trickling filter, aeration and chlorine injection, 10,000 liters per day capacity, treating a mix of leachate and septic effluent. Diagnosis covers process, pipework, mechanical, electric, instrumentation/control, civil and structural aspects. Minor works should consist in replacing all equipment, cabling and piping, with capacity upgraded to 20,000 liters per day and provision of spare parts. Operation and Maintenance Services of the upgraded WWTP will be implemented for 1 year after works commissioning.

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Operation and Maintenance 4 procedure - Single-Stage: One-Envelope without Prequalification - and is open to all Bidders from eligible countries as described in section 5 of the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

  1. Nationality in accordance with ITB 4.2;
  2. No conflicts of interest in accordance with ITB 4.3;
  3. Not having been declared ineligible by ADB, as described in ITB 4.4;
  4. Government-Owned Enterprise: Bidder required to meet conditions of ITB 4.5;
  5. Not having been excluded by an act of compliance with a United Nations Security Council resolution in accordance with ITB 4.8; and
  6. Pending litigation and arbitration criterion shall not apply.

6. To purchase the bidding documents in English, eligible Bidders must be obtained after pre- registration on the Tenderlink.com www.tenderlink.com/moitonga / site. A pre-registration form must be completed before tender documentation can be downloaded.

7. Downloading bidding documents from Tenderlink is free from the following address: https://portal.tenderlink.com/nukualofaport/alltenders , and obtaining a paper copy of the bid documents, requires payment of non-refundable fee. To purchase the bidding document in English, eligible bidders should write to the address below requesting the bidding documents for IURSP-W-02: Tapuhia Wastewater Treatment Plant – operation and maintenance and pay a nonrefundable fee of One Hundred US Dollars (USD100.00). The method of payment will be direct deposit to the specified account on inquiry at the office below:

8. The document can be either: (a) picked up by the Bidder or its representative from the Purchaser’s office, or (b) sent by the Purchaser to the Bidder by mail, and for this purpose, the Bidder is to pay the cost of the mail to the Purchaser. For overseas delivery, the document will be sent by express courier at an additional fee of Sixty USD (USD$60.00) for overseas delivery. No liability will be accepted for loss or late delivery.

9. Bids must be submitted, as follows:

  • BID SUBMISSION: All bids shall be submitted electronically to www.tenderlink.com/moitonga / on or before 13 December 2024 at 16:00 hours Tonga time (GMT+13). Bidders will receive a Successful Submission Receipt timed and dated upon completion of the submission process. Hard copy and late bid submissions shall not be accepted.
  • Bids will be opened promptly after the deadline for bid submission in the presence of Bidder’s representatives who choose to attend.

10. The Ministry of Lands and Natural Resources will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or submission of Bids.
