The Kingdom of Tonga has received financing from the World Bank for an exciting project, the Health Enhancement and Resiliency in Tonga (HEART) Project to support the health sector development in Tonga. The Senior Project Officer position will be part of the Project Management Unit (PMU) of the HEART Project in the Ministry of Health (MOH).
The advertised position is now available and applications are sought from suitably qualified candidates based on the selection criteria expressed in the Terms of Reference (TOR) below.

The Implementation Agency now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.).
The criteria for selecting the Consultant are:

The individual consultant should demonstrate:
- Qualifications: At least a Masters in relevant areas from an accredited education provider; a Fellowship of a specialist professional College or equivalent [Mandatory requirement]
- At least 10 years relevant experience [40% assessment]
- Proven experience in disaster risk management and emergency preparedness [20% assessment]
- Experience in business continuity planning in health systems [20% assessment]
- Experience working in small island or remote contexts [10% assessment]
- Strong analytical, facilitation, and report-writing skills [10% assessment]

A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be considered. The firm, if proposing an individual, must specify whether the contract would be signed with the firm or the proposed individual.
The attention of interested Consultants is drawn to the World Bank’s Procurement Regulations for IPF Borrowers, dated Feb.2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the above cited Procurement Regulations.
INSTRUCTION FOR SUBMISSION:
Interested consultants shall submit:
- their Curriculum Vitae with copies of their academic qualifications and, where relevant, professional registration;
- a statement of relevant experience (maximum three pages) addressing the qualification and experience requirements;
- Description of similar assignments undertaken and relevance to these TORs
- contact details of three referees, including the most recent immediate supervisor;
- an outline work plan, including timeframes for the achievement of deliverables; and
- proposed time and travel requirements for consultations and work in Tonga.
