Support Pacific Labour Mobility (SPLM) Program

The Ministry of Internal Affairs (MIA), through the Overseas Employment Division (OED), invites applications from suitably qualified and experienced individuals to fill three (3) project-funded positions under the Support Pacific Labour Mobility (SPLM) Program.

The Recognised Seasonal Employer (RSE) Scheme has provided seasonal employment opportunities for Tongan workers in New Zealand since 2007. With increasing demand for labour mobility participation, the Overseas Employment Division continues to strengthen its operational systems, recruitment processes, compliance oversight, and worker welfare mechanisms to ensure safe, efficient and inclusive participation of Tongan workers.

These positions will support the Tonga RSE Labour Mobility Program in the areas of database management, administration, worker mobilisation, welfare case management, and Gender, Disability and Social Inclusion (GEDSI) integration.

POSITION OVERVIEWS

  1. In-country Recruitment Database (IRD) Coordinator

The IRD Coordinator is responsible for overseeing the development, implementation, compliance and operational use of the In-country Recruitment Database (IRD) system within the RSE Unit.

Key responsibilities include:

  • Managing system compliance across all licensed IRD users
  • Conducting regular audits and data quality reviews
  • Supporting reporting and database analysis functions
  • Liaising with regional IT teams and system stakeholders
  • Coordinating and delivering user training programs
  • Supporting system upgrades and improvements
  • Assisting in trend analysis to improve recruitment processes

The role requires strong analytical capability, attention to detail, and the ability to work closely with multiple stakeholders.

  1. RSE Support Officer

The RSE Support Officer provides administrative and operational support to ensure the efficient delivery of recruitment and mobilisation processes.

Key responsibilities include:

  • Providing administrative and customer service support to workers and employers
  • Managing recruitment documentation and database data entry
  • Supporting coordination of pre-departure briefings
  • Assisting with airport mobilisation processes
  • Supporting employer liaison and logistics arrangements
  • Tracking SPLM workplans and budgets
  • Monitoring timesheets and maintaining financial records
  • Assisting with reporting and performance tracking

The role requires strong organisational skills, professionalism, and the ability to work under deadlines.

  1. Worker Welfare & GEDSI Coordinator

The Worker Welfare & GEDSI Coordinator will strengthen worker welfare systems and lead integration of Gender, Disability and Social Inclusion (GEDSI) within the RSE Program.

Worker Welfare Responsibilities:

  • Coordinating welfare cases and managing incident reporting
  • Maintaining welfare records within the IRD system
  • Supporting pre-departure welfare briefings
  • Engaging proactively with workers, families, employers and liaison officers
  • Supporting reintegration and family support initiatives

GEDSI Responsibilities:

  • Supporting implementation of the Worker Welfare Implementation Action Plan
  • Delivering GEDSI training and sensitisation workshops
  • Promoting inclusive recruitment practices, including increased participation of women
  • Building partnerships with relevant stakeholders and NGOs
  • Providing technical advice on GEDSI integration in policies and procedures

This role requires strong interpersonal skills, cultural sensitivity, and experience in welfare, social development or related fields.

MINIMUM QUALIFICATIONS & EXPERIENCE

IRD Coordinator

  • Degree in Computer Science, Information Systems, Management or related field; or relevant experience (minimum 2 years) in information systems and data management
  • Strong analytical and database management skills
  • Excellent communication skills in English and Tongan
  • Experience in training facilitation and stakeholder coordination

RSE Support Officer

  • Postgraduate Diploma or Bachelor’s Degree; or Diploma with relevant working experience
  • Strong administrative and organisational skills
  • Experience with modern databases and Microsoft Office applications
  • Excellent communication skills in English and Tongan

Worker Welfare & GEDSI Coordinator

  • Tertiary qualification in Gender Studies, Social Work, Development Studies or related field
  • Minimum 2 years’ experience in welfare, counselling or case management
  • Understanding of labour mobility programs
  • Experience facilitating workshops and engaging stakeholders
  • Commitment to Gender, Disability and Social Inclusion principles

GENERAL REQUIREMENTS (ALL POSITIONS)

Applicants must demonstrate:

  • Fluency in both Tongan and English
  • Strong interpersonal and communication skills
  • Ability to work in a fast-paced and deadline-driven environment
  • High level of integrity and professionalism
  • Strong computer literacy (Word, Excel, PowerPoint, Outlook)
  • Willingness to travel to outer islands when required

TERMS AND CONDITIONS

  • Positions are project-funded under the SPLM Program.
  • Duty Station: Ministry of Internal Affairs, Nuku’alofa.
  • Working Hours:
    • 9:00am – 5:00pm (IRD Coordinator & RSE Support Officer)
    • 8:30am – 4:30pm (Worker Welfare & GEDSI Coordinator)
  • Intellectual property developed under the project remains the property of the Ministry of Internal Affairs.
