• AUDITOR GENERAL
The Legislative Assembly of Tonga invites applications from suitably qualified and experienced professionals for the position of Auditor General, who shall serve as the Chief Executive Officer (CEO) of the Tonga Office of the Auditor General (TOAG). The appointment of the Auditor General shall be made by the Speaker of the Legislative Assembly with the consent of the Legislative Assembly, following a formal recruitment process, in accordance with Section 5(1) of the Public Audit Act.
The Auditor General holds a critical Constitutional and statutory role where he/she serves as the independent and principal auditor for the Government of Tonga and is charged with promoting transparency, accountability and good governance in the management of public resources.
As the principal auditor of Government, the Auditor General provides objective oversight of the financial activities and use of public resources by all public institutions and reports directly to the Legislative Assembly. This role requires the highest standards of integrity, technical competence and independence.
A. Essential Skills
In accordance with the Public Audit Act, the Auditor General shall:
- Have the responsibility for performing the CEO functions for the TOAG. This includes oversight of all administrative, financial, and operational matters within the Office, ensuring compliance with its statutory mandates and functions.
- Lead the TOAG in implementing its audit program across all Government Ministries, Departments and Agencies (MDAs) in accordance with its annual plan, pursuant to s22 of the Public Audit Act.
- Conduct performance audits to ensure economy, efficiency, and effectiveness in public resource use and to identify improvements in service delivery.
- Monitor MDA’s compliance with the Public Audit Act, the Public Finance Management Act and other related financial laws.
- Report its audit findings to the Legislative Assembly and make recommendations.
- Contract out audit functions where necessary, and ensure audits meet international standards.
- Work closely with the Audit Advisory Committee to carry out its functions under the Public Audit Act.
- Collaborate with key stakeholders to ensure compliance.
- Provide high quality advice to the Legislative Assembly and its Standing Committees on any matters pertaining to public accounts and finance.
B. Terms of Appointment
The Auditor General shall be appointed for a fixed term of five (5) years, with eligibility for reappointment for one additional term, subject to a satisfactory performance review.
C. Qualifications and Experience
Applicants must meet the following criteria under Applicants must meet the following criteria under Section 5(2) of the Public Audit Act:
- Be a chartered or certified accountant
- Having significant experience in audit work, with at least 7 years’ work experience at senior management level, particularly in public sector auditing.
- Demonstrate independence with no interest in the outcome of any audit other than in common with the public.
D. Essential Skills and Attributes
Applicants must demonstrate that they have –
- Proven ability to lead and manage a public sector organization.
- Excellent understanding of financial and performance audits.
- Strong analytical, communication, and decision-making skills.
- Familiarity with International Standards of Supreme Audit Institutions (ISSAI) and international public sector financial frameworks and
- Ability to maintain independence, impartiality and confidentiality.
E. Remuneration
The remuneration and other monetary benefits for the position of Auditor General shall be fixed by a Remuneration Commission set up by law, pursuant to Section 7 of the Public Audit Act. The compensation and any other benefits shall be commensurate with the high level of responsibility and independence the role requires.
