Since these approaches are driven through communication, health communication is being increasingly recognised as a pertinent discipline to trigger and sustain desired change in health behaviour. The COVID-19 outbreak as well as past epidemics have further emphasized the role of behaviour to keep oneself and others safe. Behaviour Change Communication in Health (BCC) aims at:

The Consultant will conduct a desktop review and consultations with key relevant stakeholders to inform the development of the BCC Short Course tailored to the Tonga context.  The BCC Short Course will be positioned with the Tonga Nursing School with support from the MoH Public Health. The training targets individuals and stakeholders who want to build their capacity in behaviour change communication in support of health promotion projects and initiatives.  The Short Course is also relevant as part of Continuing Professional Development (CPD) for the Public Health workforce.

While the technical support for this assignment will be provided by the Tonga BCC Working Group, this role reports to Team Leader, THSPP4.

The Consultant will be responsible for the following –

  • Participate in a consultancy inception meeting and prepare a Tonga BCC Curriculum Development Plan, detailing the general understanding of the assignment, methodology, outline of the curriculum, work plan, budget and deliverables.
  • Finalize a jointly agreed work plan and budget with timelines.
  • Liaise with Tonga Nursing School and Ministry of Health on the process needed and resources required to enable the delivery of the Short Course.

  • Conduct a review/validation meeting to discuss the draft Short Course.
  • Incorporate the recommendations/comments.
  • Finalize the Short Course.
  • Conduct a one-day training for staff and relevant stakeholders on the content of the training curriculum.
  • Develop a Consultancy Report focusing on how the training should be rolled out, and considering Tonga’s health promotion priorities as reflected in the 10-Year National Health Strategic Plan and 10-Year National NCD Plan.
