REQUEST FOR EXPRESSIONS OF INTEREST

The Kingdom of Tonga has received financing from the World Bank toward the cost of Health Enhancement and Resiliency, Tonga (HEART) Project, and intends to apply part of the proceeds for consulting services. The Ministry of Finance has established the Central Services Unit (CSU), as a monitoring unit to provide support to the preparation and implementation of all World Bank Projects. The CSU is staffed with a Program Manager and specialists in different fields (Procurement, Safeguards, Monitoring and Evaluation (M&E), Financial Management (FM), Communication, Engineering and Contract Management. There are Officers for each workstream to support the specialists, and other consultants as well that are significant to the operation of CSU.

The consulting services (“the Services”) include the recruitment of the Engineering & Contract Management Call Off, among others. The overall responsibility of the Call Off is to:

  • Work under the lead of CSU-PM and workstream specialists to provide support and solutions related to Design, Engineering, Works, Construction, Infrastructure and Contract Management across portfolio.
  • Proactively support and work with all relevant Project Management Units (PMUs)/Implementing Agencies (IAs) in the areas indicated at (i) above for projects timely implementation and delivery to achieve Value for Money (VfM) in accordance with the Project Development Objectives while managing CSU resources efficiently.
  • Assist and support capacity building of CSU/PMUs/IAs.

This is a part-time position as and when needed basis (extendable upon consultant’s performance)

The Ministry of Finance now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.).

The criteria for selecting the Consultant are:

EXPERTISE REQUIREMENTS & EVALUATION CRITERIA

Curriculum Vitae (CVs) of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The candidate(s) with the highest score may be required for an interview and/or test and along with the reference checks as required to assess and validate information provided in applicants CVs and application. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits before being invited to negotiate a contract.

Minimum requirements

  • Bachelor’s degree in Engineering (Civil Engineering preferred). Contracts Management or other related fields or other related fields from a recognized institution.
  • At least 10 years’ broad experience, in at least three different countries, with donor or public funded projects in Engineering and Contral Management
  • Demonstrated previous experience of related area in public, WB and donor funded projects.
  • Demonstrated experience to develop procedures and provide capacity building training in a similar environment
  • Fluency in English and demonstrated ability to be able to write succinct reports which clearly articulate identified issues.
  • Basic Information Technology skills, i.e. proficiency in using software such as Microsoft Office Suite (Word, Excel, PowerPoint), navigating the internet and email, understanding basic file management and familiarity with basic troubleshooting techniques

Adequacy for the assignment (relevant education, training, experience in the sector/similar assignments)

The following aspects will be favorably considered:

  • Engineering and Contract Management experience in large public sector and/or international development projects.
  • Advance computer skills, particularly in Data Analytics and Business Intelligence.
  • Previous experience and developing countries like Tonga

Above Criteria will be applied as follows for Scoring:

Qualification/Education (25 marks):

  • At least a BSc in engineering (Civil Engineering preferred), Contracts Management or other related fields or other related fields from a recognized institution.
  • Bachelor’s degree:15 points; Master’s degree: 20 points;
  • Membership of Internationally recognized Professional Organization: 5 points

Experience: 75 points

  • Experience: 75 points: Experience with the WB, donors, public funded projects in ECM related areas consultancies:

a. Recent demonstrated experience in developing and reviewing engineering design, development of specification, and scope of work; (20 points)

  • 1+ to 3 years’ experience (10 points)
  • 3+ to 5 years’ experience (15 points)
  • 5+ to 10+ years’ experience (20 points)

b. Minimum of ten (10) years’ of demonstrated work experience in a civil engineering and/or infrastructure project with responsibilities as mentioned in the Scope of Service above that closed on time and budget; (20 Points)

  • 1+ to 10 years’ experience (10 points)
  • 10+ to 15 years experiences (15 points)
  • 15+ to 20+ years’ experience (20 points)

c. Demonstrated experience in using Project Planning and Management Software e.g. Microsoft Project or similar (applicants should mention the software they have competencies on); (10 points)

d. Demonstrated International experience and Pacific countries experience (10 Points)

e. Demonstrated similar working experience in Tonga (5 points)

f. Demonstrated working experience with WB STEP and Contract Management Module (10 points)

The remuneration package for this position is attractive and will be determined based on qualifications, experience, and previous remunerations for similar assignments.

A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be considered. A Consultant will be selected in accordance with Paragraph 7.22, 7.25, 7.36 to 7.37 of the Procurement Regulations (Feb. 2025).
