The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), supports Tonga’s economic and social development, with a particular focus on health, gender equality, skills development, good governance, inclusive growth, and building resilience.

Program Background
The Tonga Australia Support Platform (TASP) is a development support mechanism managed by DT Global and funded by the Australian Government through DFAT. TASP delivers integrated and flexible support to the Government of Tonga (GoT) in alignment with national priorities.
The Governance Pillar under TASP – Kafa-taha: Tonga Australia Governance Support Program (TAGS) – provides strategic advisory, technical, and capacity-strengthening support to improve the effectiveness, accountability, and inclusiveness of Tonga’s public institutions.
To deliver flexible, high-quality technical inputs across its governance portfolio, Kafa-taha: TAGS is establishing a Governance Panel under TASP, consisting of National and International Consultants with a range of technical expertise.

The Roles
The Governance Panel will consist of pre-qualified consultants and specialists available for short-term, task-specific assignments. This panel will remain valid until October 2029.
If selected for appointment to an assignment, advisors will be contracted through a Deed of Standing Offer, with Service Orders issued for specific assignments.
Assignments may be:
- Delivered by individuals or teams.
- Conducted in-country, remotely, or in hybrid formats.
- Engaged through Short-Term Adviser (STA) contracts aligned with defined scopes of work.
Panel consultants will support TAGS’ initiatives and may also provide cross-cutting support to TASP’s broader governance efforts.

This opportunity is open to individual consultants. Successful applicants will be engaged through a Short-Term Adviser contract for specific assignments. Professionals with experience in Tonga and the Pacific region are encouraged to apply.

About You
Selection Criteria
- Advanced qualification and/or significant professional experience in a relevant technical field
- Strong communication, consultation, and facilitation skills, with experience conveying complex information to diverse audiences
- Ability to present technical information clearly to both technical and non-technical stakeholders
- Demonstrated understanding of the development context in Tonga and/or the Pacific region, and ability to apply this knowledge to technical advice
- Proven ability to work with a wide range of stakeholders, including Tongan government officials, the Australian High Commission, civil society, and academic institutions
- Excellent English writing skills, including experience in reporting, analysis, and the preparation of technical documents
- Strong interpersonal skills and ability to work effectively in multi-cultural environments with sensitivity and respect for diversity
Opportunities will be made available to members on an as-needed basis and will be offered in a range of ways, including but not limited to open calls to all panel members; limited calls for expressions of interest; and occasional cases of sole sourcing.
Each opportunity is dependent on an assignment’s requirements, and the skill sets of the available panel members. Inputs will vary in terms of scope and duration, depending on the needs identified.
